The City of Scholars Expands Its Horizons: A Threefold Territory Boom

The Standing Committee of the National Assembly has issued Resolution No. 1104/NQ-UBTVQH15 on the administrative reorganization of Nam Dinh province’s My Loc district and its communes from 2023 to 2025.

According to the resolution, My Loc district, with a natural area of 74.49 km2 and a population of 84,045, will be merged into Nam Dinh city. Post-merger, Nam Dinh city will encompass a natural area of 120.90 km2, 2.6 times its current size, and a population of 364,181.

The following are the specific arrangements for the establishment and reorganization of the communal-level administrative units within Nam Dinh city:

Nam Van Ward: Established on the entire natural area of 5.62 km² and a population of 7,637 from Nam Van commune.

Hung Loc Ward: Established by merging My Hung commune and My Loc town. The new ward will have a natural area of 9.97 km2 and a population of 13,957.

Truong Thi Ward: Established by merging Loc An commune and Van Mieu ward. Post-merger, Truong Thi ward will span 4.44 km² and accommodate 37,409 residents.

Quang Trung Ward: Formed by merging Ha Long ward and Thong Nhat ward. The new ward will cover 1.57 km² with a population of 41,215.

Vi Xuyen Ward: Established by merging Tran Te Xuong ward and Vi Hoang ward. Post-merger, Vi Xuyen ward will encompass 1.89 km² and serve a population of 31,254.

Tran Hung Dao Ward: Created by merging Phan Dinh Phung ward and Nguyen Du ward. The new ward will cover 0.96 km² and have a population of 21,595.

Nang Tinh Ward: Established by merging Ngo Quyen ward and Tran Quang Khai ward. Post-merger, Nang Tinh ward will span 2.06 km² and be home to 31,126 people.

Cua Bac Ward: Established by merging Ba Trieu ward and Tran Dang Ninh ward. The new ward will cover 1.37 km² and have a population of 31,323.

My Loc Commune: Established by merging My Thanh commune, My Thinh commune, and My Tien commune. The new commune will have a natural area of 16.92 km² and a population of 15,909.

Resolution 1104/NQ-UBTVQH15 will take effect on September 1, 2024.

Nam Dinh city is located in the northern part of Nam Dinh province, in the center of the southern Red River Delta region. It is the second oldest city in Vietnam after Hanoi, having been established before Pho Hien and Hoi An, and is now over 760 years old. If Hanoi used to have 36 wards, Nam Dinh also has 40 ancient wards. The province is also known as the “land of erudition” in the country.

As of the effective date of this resolution, Nam Dinh province will consist of nine administrative units at the district level, including one city and eight districts, and 175 administrative units at the commune level, including 146 communes, 14 wards, and 15 townships.

Nam Dinh province is determined to strive to achieve and exceed socio-economic targets for 2024.

Following the reorganization, Nam Dinh city will comprise 21 communal-level administrative units (a reduction of 15 units), including 14 wards: Cua Bac, Cua Nam, Hung Loc, Loc Ha, Loc Hoa, Loc Vuong, Nam Phong, Nam Van, Nang Tinh, My Xa, Quang Trung, Tran Hung Dao, Truong Thi, and Vi Xuyen; and seven communes: My Ha, My Loc, My Phuc, My Tan, My Thang, My Thuan, and My Trung.

According to the Provincial Statistics Office, Nam Dinh’s economy in the first half of 2024 grew by 8.56% compared to the same period in 2023, ranking 5th out of 11 provinces and cities in the Red River Delta region and 11th out of 63 provinces and cities nationwide. The industry and construction sector played a pivotal role in this growth, contributing 5.11 percentage points.

The provincial gross regional domestic product (GRDP) in the first half of 2024, in 2010 prices, is estimated at VND 29,157 billion, up 8.56% over the same period last year. Specifically, the agricultural, forestry, and fishery sector grew by 3.48%; the industry and construction sector by 12.68%; the service sector by 6.91%; and taxes on products minus subsidies on products by 8.55%.

Approximately 15,950 new jobs were created province-wide, achieving 47.9% of the plan. The trained labor rate is estimated at 77.8%.

Investment promotion and attraction activities have shown positive signals, with 40 newly licensed and capital-adjusted projects. Of these, 21 domestic investment projects registered a total capital of VND 5,691.6 billion, and 19 FDI projects registered a total capital of US$ 148.9 million.

Nam Dinh’s economy ranked 11th in the country in the first half of 2024

In the last six months of the year, Nam Dinh province will focus on synchronously implementing solutions to promote socio-economic development and strive to achieve and exceed socio-economic targets for 2024.

Key tasks include completing site clearance and accelerating the construction of the new Nam Dinh – Lac Quan – coastal road route, building a bridge over the Dao River, and constructing the southern axis road of Nam Dinh city, among others.

There will be a strong focus on leadership and direction, along with intensified propaganda and mobilization, and resolute measures in site clearance work, in coordination with investors, to soon implement projects in the Cồn Xanh area of Nghia Hung district.

Additionally, the province aims to strengthen budget management and expenditure, ensuring efficiency, transparency, and publicity, while comprehensively developing cultural and social fields, ensuring social security, and improving the material and spiritual life of the people…

The expansion of the administrative boundaries of Nam Dinh city will open up new development opportunities and provide momentum for building and developing the city into a civilized and modern urban area, worthy of being the center of the southern Red River Delta region.
