Chinese Enterprises Eye High-Speed North-South Railway Projects
During the reception hosted by Deputy Prime Minister Tran Hong Ha, Mr. Wang Hai Huai, General Director of the China Communications Construction Group (CCCC), expressed their interest in several key transportation projects in Vietnam. These include the North-South high-speed railway, metro lines in Hanoi and Ho Chi Minh City, and offshore and nearshore wind power projects, utilizing the most advanced technologies.
Deputy Prime Minister Tran Hong Ha encouraged CCCC to proactively engage in Vietnam’s priority infrastructure development, particularly the North-South high-speed railway and several standard-gauge railway lines: Lao Cai-Hanoi-Haiphong, Hanoi-Dong Dang, and Haiphong-Halong-Mong Cai. These projects will enhance connectivity between Vietnam and Chinese provinces and other neighboring countries.
Emphasizing the urgency of these projects, the Deputy Prime Minister urged CCCC to promptly collaborate with Vietnamese partners and navigate legal frameworks to ensure efficient cooperation. This encompasses design, technology selection, management, operation, and exploitation. He added that CCCC’s projects in Vietnam would symbolize the nations’ cooperation and open up investment and business opportunities in other sectors for the Group.
The North-South high-speed railway, spanning over 1,500 km, is expected to commence in the 2026-2027 period, with an estimated investment of nearly $69 billion. According to the Ministry of Transport, this project will involve a complete renewal, featuring 60% bridges, 10% tunnels, and 30% ground-level tracks.
China Communications Construction Group’s Current Ventures in Vietnam
CCCC has already executed over 30 projects in Vietnam, totaling more than $3 billion in contract value. During a meeting in September 2023, Vietnamese Prime Minister Pham Minh Chinh encouraged CCCC to not only act as a general contractor but also collaborate extensively in consulting and investing in vital transportation projects. He also invited them to participate in training Vietnam’s workforce and transferring technology.
The Prime Minister specifically mentioned key projects such as the North-South Expressway in Eastern Vietnam, the Expressway in the Mekong Delta region, the coastal road from Quang Ninh to Ca Mau, and several standard-gauge railway lines. He further requested CCCC to coordinate with relevant ministries and local authorities to develop new projects in Vietnam.
CCCC is a diversified enterprise with core businesses in infrastructure investment and construction, including transportation (ports, bridges, and airports), industrial equipment manufacturing (port cranes and tunnel boring machines), real estate, and urban development. Notable ventures include the Hanoi-Haiphong Expressway (EX-3 section), Cao Lanh Bridge in Dong Thap, and the Cai Mep – Thi Vai Port development.
CCCC has also contributed to the planning and construction of specialized ports and seawalls for several thermal power plants: Vinh Tan 1, 2; Duyen Hai 1; and Vung Ang 2 (ongoing). Additionally, they have ventured into nearshore wind power projects: Soc Trang I (30MW), Bac Lieu III (141 MW, ongoing), Vien An (Ca Mau) (50 MW), and Dong Thanh (Tra Vinh) Phase I (80MW, ongoing).
