Opening the conference, Mr. Le Trung Chinh, Chairman of Danang People’s Committee, said that Resolution No. 136 is an extremely important legal basis and a driving force and foundation for promoting and enhancing the effectiveness of state management; continuing to exploit the city’s advantages, potential, and strengths to ensure the completion of growth targets in line with the orientation of sustainable development.
The Danang Party Committee issued Directive 44 on leading the implementation of Resolution No. 136; a Steering Committee was established with the Secretary of the City Party Committee as its head; working regulations were formulated, and tasks were assigned to each member; working with investors, strategic partners, and organizing training courses in the semiconductor industry, as well as conducting surveys and proposing positions and orientations for building a project to establish the Danang Free Trade Area.

The Danang City Council issued Resolution No. 57 on the implementation of Resolution No. 136. Accordingly, it will consider and promulgate 26 resolutions, including 3 resolutions on urban administration and 23 resolutions on piloting special mechanisms and policies.
The Danang People’s Committee issued Decision No. 1800 on the plan to implement Resolution No. 136 and the directives of the City Party Committee Standing Committee and the City Council, as a basis for agencies, localities, and units to implement. The city identified 11 key tasks with 2 detailed appendices on tasks related to the implementation of urban administration and piloting special mechanisms and policies.

Earlier, on June 26, the National Assembly voted to adopt Resolution 136, consisting of 4 chapters and 18 articles, stipulating the organization of urban administration and piloting a number of mechanisms and policies for the development of Danang city.
The resolution states: The local government in the city is the local government level, consisting of the City People’s Council and the City People’s Committee. The local government in the districts belonging to the city is the District People’s Committee. The local government in the wards belonging to the districts in the city is the Ward People’s Committee. The organization of local government in other administrative units of the city shall comply with the Law on Local Government Organization.
The City People’s Council shall perform the tasks and powers prescribed by the Law on Local Government Organization, other relevant legal documents, and the following tasks and powers: deciding on the estimate of state budget revenue in the locality; deciding on the long-term, medium-term, and annual socio-economic development plans of the city; Adopting the policy on the establishment, dissolution, merger, division, and adjustment of administrative boundaries of districts and wards…
The implementation of investment projects in the form of public-private partnerships (PPP projects) is prescribed, in addition to the fields prescribed by the Law on Investment in the form of Public-Private Partnership. The city is allowed to apply investment in the form of public-private partnership for projects in the fields of sports, culture, and investment in the construction and business of infrastructure of markets.
The total investment for projects on the construction and business of market infrastructure must not be lower than VND 100 billion. The minimum total investment for PPP projects in the fields of sports and culture shall be prescribed by the City People’s Council. The resolution also decides on the establishment of the Danang Free Trade Area associated with Lien Chieu Seaport, with functional areas prescribed in the Decision on its establishment by the Prime Minister, including production areas, logistics centers, commercial and service areas, and other types of functional areas prescribed by law.
