On August 31, a source from Báo Người Lao Động reported that the People’s Committee of Tánh Linh District, Bình Thuận Province, had sent a document requesting the District’s Economic and Infrastructure Department to advise on the consideration of Mr. Cao Thanh Sang’s (resident of Village 1, Gia An Commune) petition regarding the fate of his illegally constructed mansion.

Accordingly, the People’s Committee of Tánh Linh District assigned the Economic and Infrastructure Department to coordinate with relevant agencies to research the content of Mr. Sang’s petition and send it to the People’s Committee before September 10, 2024.

Previously, Tánh Linh District had agreed on a plan to forcibly dismantle the illegally constructed mansion on the land of the traditional brick and tile craft village in Gia An Commune. The deadline for the dismantling was set for August 30, 2024.

On August 30, the leadership of the People’s Committee of Tánh Linh District informed that the deadline for dismantling the mansion had been extended to October 20, 2024, to give Mr. Sang time to prepare a plan and arrange for equipment and machinery.

A representative of the People’s Committee of Tánh Linh District stated, “The district has completed the necessary steps and procedures for serving the demolition notice within August 2024. However, the deadline for the actual demolition has been extended to October 20, 2024.”

Meanwhile, according to the petition, the owner of the mansion stated that in 2019, he constructed a Tuynel brick factory at the site where the mansion currently stands. During the construction process, the People’s Committee of Gia An Commune issued a report and advised the People’s Committee of Tánh Linh District to issue an administrative sanction for illegal construction.

According to Mr. Sang’s petition, the district “requested supplementary legal documents within 90 days but did not order me to dismantle the structures under construction, so I assumed that I would soon obtain the necessary supplementary documents.”

The owner of the mansion also stated that due to sluggish brick sales, he decided to transform the land into a restaurant, hotel, and fishing entertainment complex while awaiting the completion of the necessary paperwork.

At the end of the petition, Mr. Sang attributed the situation to his lack of understanding and expressed his hope to retain the mansion and rectify the issue through means other than demolition.

As previously reported, Mr. Sang’s “villa” was constructed in 2022 on a plot of land measuring approximately 600 square meters within the traditional brick and tile craft village in Gia An Commune.

As the craft village was not included in the planning and land-use conversion plan from agricultural land to rural residential land, the aforementioned mansion was built illegally.

In March 2022, the Chairman of the People’s Committee of Tánh Linh District issued a decision to administratively sanction the owner of the mansion for the act of constructing a building without a permit.

However, Mr. Sang continued to complete the “villa” and built a solid wall enclosing the entire compound.

Mr. Cao Thanh Sang is known as a prominent figure in the mineral business in Tánh Linh District for many years.
