Those Who Take a B1 Driving Test After 1/1/2025 Won’t Be Able to Drive a Car

As of January 1st, 2025, there will be significant changes to the permissions granted to those with a B1 driving license. The license will no longer allow holders to operate the same range of vehicles as before, specifically excluding cars. This means that, despite having a valid B1 license, individuals will not be legally permitted to drive certain vehicles, marking a notable shift in driving regulations.

The National Assembly has recently passed the Law on Road Traffic Order and Safety, which will take effect on January 1, 2025 (except for cases prescribed in Clause 2, Article 88 of the 2024 Law on Road Traffic Order and Safety) and includes new regulations on B1 license restrictions.

Specifically, according to the new regulations on driver’s license classification in Clause 1, Article 57 of the 2024 Law on Road Traffic Order and Safety, a B1 license does not permit the holder to drive a car. The relevant excerpt is as follows:

Driver’s Licenses

1. Driver’s licenses are classified into the following categories:

c) Category B1 license is granted to drivers of three-wheeled motorcycles and vehicles specified for Category A1 licenses;

Thus, from January 1, 2025, holders of newly issued B1 licenses will no longer be permitted to operate certain vehicles as before (including cars) but will instead be authorized to drive the following vehicles:

– Three-wheeled motorcycles

– Two-wheeled motorcycles with a cylinder capacity of up to 125 cm3 or an electric motor power of up to 11 kW.

Consequently, starting in 2025, individuals seeking to drive cars will be required to obtain a driver’s license of category B or higher by undergoing the necessary road tests.

Clause 1 (d), Article 57 of the 2024 Law on Road Traffic Order and Safety clearly states that a Category B license is granted to drivers of cars with up to 8 seats (excluding the driver’s seat); trucks and specialized vehicles with a designed total weight of up to 3,500 kg; and cars specified for Category B licenses towing trailers with a designed total weight of up to 750 kg.

Note: In the case of exchanging or re-granting a B1 license in 2025, one will still be allowed to drive cars as specified in clauses Ä‘ and e, Article 89 of the 2024 Law on Road Traffic Order and Safety:

– A B1 automatic transmission license can be exchanged or re-granted for a B category license with the restriction that only automatic transmission cars can be operated;

– A B1 or B2 license can be exchanged or re-granted for a B or C1 category license and a certificate for operating specialized vehicles for those operating tractors with a payload of up to 3,500 kg.
