System Failure
The Dak Lak Provincial People’s Committee has approved a plan to repair a section of Provincial Road 7 after it suffered a severe landslide. The project, with an investment of VND 70 billion, was completed and handed over in December 2021. However, just a few months after the warranty period ended, in October 2023, the road began to show signs of cracks and landslides.
The failure has been attributed to both objective and subjective factors. Objective factors include water seepage and long-term water accumulation, which weakened the road foundation. Subjectively, the project owner and consulting unit did not conduct a geological and hydrological survey of the old road foundation, which was a mistake and did not meet industry standards. As a result, unfavorable factors such as weak soil, seepage from the sloping embankment, and floodwater infiltration were not fully considered in the design.
The Dak Lak Department of Transport has taken responsibility for the lack of thoroughness in approving the design dossier without requiring the project owner to provide additional evidence to clarify their assertions. To address the issue, the Provincial People’s Committee has approved a repair plan with an estimated cost of over VND 11 billion. The project owner has also been requested to organize a review of responsibilities regarding subjective shortcomings and report the results to the Department of Transport.
