In the afternoon of September 13, the Vietnam Airports Corporation (ACV) announced that it had approved the results of the tender package No. 4.7 (construction and equipment installation package for the aircraft parking apron at the passenger terminal) with a total cost of nearly VND 6,300 billion at Long Thanh Airport.

The winning bidder is a joint venture between ACC Aviation Construction Corporation, Truong Son Construction Corporation, Vietnam Export-Import and Construction Corporation, Vietnam Development Investment Construction Joint Stock Company, Cienco 4 Group Joint Stock Company, and Aviation Construction Joint Stock Company Six Four Seven.

The winning bid amount is nearly VND 6,300 billion. The contract for this package is implemented based on fixed and adjustable unit prices. The joint venture will have a contract performance period of 23 months (690 days) from the commencement date of the work.

Package 4.7 involves the construction and equipment installation for the aircraft parking apron at the passenger terminal and other works of Component 3 of the Phase 1 project for the construction of Long Thanh International Airport. Two joint ventures participated in the bidding process.

Consortium 1 (Deo Ca Consortium) comprised of eight contractors, led by Deo Ca Infrastructure Group Joint Stock Company. The remaining members of this consortium include Deo Ca Construction Joint Stock Company, Deo Ca Transport Infrastructure Investment Joint Stock Company, Lizen Joint Stock Company, Thang Long Corporation – JSC, Hoang Long Investment and Construction Corporation – JSC, Hoa Hiep Private Enterprise, and Son Hai Group Joint Stock Company.

Consortium 2 consists of six contractors: ACC Aviation Construction Corporation, Truong Son Construction Corporation, Vietnam Export-Import and Construction Corporation, Vietnam Development Investment Construction Joint Stock Company, Cienco 4 Group Joint Stock Company, and Aviation Construction Joint Stock Company Six Four Seven.

Consortium 1 was later disqualified due to their failure to meet the legal eligibility criteria. Specifically, one of their members, Hoang Long Investment and Construction Corporation – JSC (VN2800177056 on the National Bidding Network), had been temporarily suspended from the system from June 30, 2024, until the approval date of the list of technically qualified bidders.

According to ACV, the evaluation of the technical proposals of the bidders was carried out in accordance with the law and the requirements of the invitation to bid, including the following steps: checking and evaluating the legality of the technical proposals; evaluating the capacity and experience; and evaluating the technical proposals. Only bidders with valid technical proposals are considered for evaluation of their capacity and experience, and only those meeting the capacity and experience requirements are evaluated for their technical proposals.

ACV affirmed that the joint venture’s bid proposal did not meet the legal eligibility criteria.
