“A Proposal to Reduce the Standard Salary Increase Period for Civil Servants”

The current salary increment structure for civil servants is inadequate and outdated. The long wait between increments and the small increase amounts fail to keep up with the rising cost of living, leaving civil servants struggling to make ends meet. This outdated system needs an overhaul to better support those who serve the public.

According to Circular No. 08/2013/TT-BNV, amended by Circular No. 03/2021/TT-BNV dated June 29, 2021, civil servants and public employees who have not yet reached the final salary level within their current rank or professional title may be considered for a regular salary increase if they meet the required time period in their current rank and fulfill the necessary criteria as stipulated.

The time period for regular salary increases for civil servants and public employees with a college degree or higher is 36 months.

Specifically, the time period required for consideration of a regular salary increase for the title of senior expert is 5 years (60 months); for ranks and titles that require a college degree or higher, it is 3 years (36 months); and for ranks and titles that require a secondary degree or less, as well as for executive and support staff, it is 2 years (24 months).

Mr. Tran Van Luu from Long An province expressed that the 3-year period for salary increases for civil servants and public employees with a college degree or higher is too long. The average annual increase of VND 300,000, with an increment of about 0.33 between levels, is also too low compared to the rate of inflation and the living standards of these professionals.

To address this concern and alleviate the financial challenges faced by civil servants and public employees, Mr. Luu proposed that the Ministry of Home Affairs reduce the time period for regular salary increases for ranks and titles requiring a college degree or higher from 3 years to 2 years. He also suggested that the Ministry reconsider the increment between salary levels to ensure it is more commensurate with the current economic climate.

In response to this proposal, the Ministry of Home Affairs acknowledged that the salary system for officials, civil servants, and public employees is governed by Decree No. 204/2004/ND-CP dated December 14, 2004, issued by the Prime Minister. They have taken note of Mr. Luu’s suggestion to reduce the time period for regular salary increases and will report it to the competent authorities during the process of amending and supplementing the relevant legal documents.

Criteria for Regular Salary Increases for Officials and Civil Servants:

– Criterion 1: Evaluated and rated by the competent authority as meeting the standards for task completion.

– Criterion 2: No disciplinary action in the form of reprimand, warning, demotion, or dismissal.

For public employees and laborers:

– Criterion 1: Evaluated by the competent authority as meeting the standards for task completion.

– Criterion 2: No disciplinary action in the form of reprimand, warning, or dismissal.
