37 Provinces Unscathed by Storm No.3 Donate nearly 950 Billion VND to Support the North

Mr. Cao Xuan Thao, Head of the Central Committee of the Vietnam Fatherland Front, mentioned the following figures at an online meeting with 26 provinces and cities regarding support for people affected by Storm No. 3, organized by the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the afternoon of June 23.

According to Mr. Cao Xuan Thao, as of 5:00 pm on September 22, the Central Relief Committee had received VND 1,656 billion in donations to support the people affected by Storm No. 3.

Based on the received donations, the Central Relief Committee allocated a total of VND 1,035 billion to the localities in two batches (VND 385 billion in the first batch and VND 650 billion in the second batch).

“Regarding the 37 localities not directly affected by Storm No. 3, according to preliminary statistics, as of 5:00 pm on September 22, these localities organized appeals and raised VND 941,492 billion to support the northern provinces affected by the storm. Ho Chi Minh City received more than VND 267,578 billion, Nghe An received VND 79,728 billion, Ba Ria-Vung Tau received VND 51 billion, and Ha Tinh received VND 50,751 billion…

From the received amount, the provinces and cities transferred VND 147,125 billion to the Central Relief Committee and directly supported the affected localities with VND 381,510 billion.

According to Mr. Cao Xuan Thao, as of 5:00 pm on September 19, the provincial Relief Committees of the 26 localities affected by Storm No. 3 had received VND 1,654,327 billion (including VND 1,035 billion allocated by the Central Government, VND 208,320 billion received from other localities, and VND 410,807 billion raised locally).

Based on the received amount, the provinces and cities affected by Storm No. 3 will allocate the resources to support the affected people in their localities, depending on the actual conditions.

So far, Lao Cai has allocated VND 47,140 billion, Yen Bai VND 75 billion, Tuyen Quang VND 25,425 billion, Phu Tho nearly VND 40 billion, Bac Giang VND 68 billion, Thai Nguyen VND 38,802 billion, and Hai Phong VND 47 billion…

Mr. Cao Xuan Thao emphasized that the allocation focuses on supporting families of the deceased and missing people, providing food assistance, helping rebuild houses that were completely collapsed or washed away, supporting families with severely damaged houses, and assisting affected households in restoring production…

Speaking at the meeting, Mr. Do Van Chien, a member of the Politburo, Secretary of the Party Central Committee, and President of the Central Committee of the Vietnam Fatherland Front, highly appreciated and thanked the kind-hearted organizations, individuals, businesses, and people in Vietnam, overseas Vietnamese, and international friends for their support to the people affected by Storm No. 3.

“These donations embody the heartfelt sentiments of the Vietnamese people, compatriots, and international friends. We must be responsible for using these funds effectively, properly, and transparently, without waste or negative incidents,” emphasized Mr. Do Van Chien.

Mr. Do Van Chien also stated that the Standing Committee, the Central Relief Committee, and the Head of the Central Committee of the Vietnam Fatherland Front would ensure transparency in receiving donations and timely allocation to the provinces. He further suggested that the allocation process, from the central to provincial, provincial to district, and district to communal levels, should also be transparent.

When the communes allocate support to individuals and households, they should publish the list of beneficiaries on the mass media or at the People’s Committee office. After the allocation, during the support process, the Vietnam Fatherland Front Central Committee will assign members of the Presidium of the Central Committee of the Vietnam Fatherland Front to supervise and inspect according to the Plan issued by the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

Emphasizing transparency in reaching the intended beneficiaries, the President of the Central Committee of the Vietnam Fatherland Front mentioned four principles for allocating support.

Specifically, support should be allocated promptly and to the right beneficiaries, used for the right purposes, and effectively. The support must be transparent and reach the beneficiaries directly. The provincial Relief Committees should avoid providing duplicate support (one beneficiary should not receive support twice for the same purpose). Finally, they should adhere to the Government’s Decree No. 93/2021 regarding the allocation of support funds.

Regarding the support levels, for completely collapsed or washed-away houses, the minimum support level is VND 50 million per household, equivalent to the level of support for building a Great Unity House. For house repairs, the minimum support level is VND 25 million per household.

“The specific support levels are decided by the provincial Relief Committees in coordination with the provincial People’s Committees, and they should seek the opinion of authorized agencies. The provincial People’s Councils will supervise the implementation process,” Mr. Do Van Chien clarified.

Regarding the duration of receiving donations, Mr. Do Van Chien mentioned that according to the Government’s Decree No. 93/2021, after 90 days from the date of the appeal, the Relief Committees, from the central to local levels, will close the donation accounts. Therefore, the account for receiving donations for the people affected by Storm No. 3 will be closed on December 9, and by December 31, at the latest, the localities will complete the allocation of the received funds.

The President of the Central Committee of the Vietnam Fatherland Front requested that after receiving the allocated funds, the provincial Relief Committees report to the Central Relief Committee every ten days until the end of the allocation (December 30).
