The Central Power Corporation, a subsidiary of EVN, is currently investing in and constructing numerous power grid projects in Dak Nong Province.
However, two projects, including the Dak Mil 2 110KV transformer station and connection project, and the Gia Nghia 110KV transformer station and connection project, are facing significant delays due to land clearance issues and the inability to commence construction on critical components.
Challenges with land clearance and planning overlap
The Dak Mil 2 110KV transformer station and connection project has a total investment of over VND 80 billion. While the project has been submitted for appraisal by the Dak Nong Department of Industry and Trade, it has not yet received investment approval due to several obstacles.
Notably, the planned location for the transformer station and electricity poles overlaps with the planned area for the Dak R’la communal soil and sand mine, covering more than 5,000 square meters. Additionally, the project is not included in the 2024 land use plan of Dak Mil district.
Similarly, the Gia Nghia 110KV transformer station and connection project, with a total investment of nearly VND 140 billion, is expected to be completed by the end of 2025. However, land clearance for construction is progressing very slowly.
Out of 30 foundation locations for the 110kV power line, only 3 foundations have been cleared and handed over to the contractor (a mere 10% completion rate). Moreover, many households have had their compensation and land clearance approved but have not yet received compensation payments, and several others are not cooperating with the census and unification process…
According to the Central Power Corporation, the implementation of power grid infrastructure projects in Dak Nong Province has faced numerous challenges related to compensation, land clearance, and overlapping planning for mineral mines.
The company is currently requesting relevant sectors and local authorities in Dak Nong Province to focus on resolving these issues and expediting the progress of projects aimed at upgrading and improving the power grid.
This task is of utmost importance given the rising electricity demands of the people and the urgent need to renovate, invest in, and upgrade the power infrastructure to enhance the quality of power supply and ensure electrical safety…
During a recent meeting between the Central Power Corporation and the People’s Committee of Dak Nong Province, delegates candidly discussed the challenges and proposed solutions to overcome obstacles in investing in and constructing power source and grid projects in the province.
To address these challenges and expedite project implementation, the Central Power Corporation requested that the People’s Committee of Dak Nong Province direct relevant sectors and local authorities to accelerate land clearance and continue developing compensation plans for households that have completed the census and confirmed their land origins. In cases where all procedures have been followed, but households still disagree, enforce land retrieval by force as per regulations.
For projects in the preparation phase, the Central Power Corporation proposed promptly addressing issues related to overlapping mineral mine planning and expediting investment approval procedures to facilitate timely construction, meeting the rising electricity demands for production and daily life.
Focusing on key projects
According to the People’s Committee of Dak Nong Province, the projects undertaken by the Central Power Corporation in the province are of great importance, contributing to the socio-economic development of the region.
However, land clearance and the updating and adjustment of land use planning at the district level have been very slow. In addition to a lack of cooperation from the people, there are also subjective reasons, such as a lack of close coordination and insufficient efforts to overcome difficulties and obstacles.
Regarding the Gia Nghia 110KV transformer station and connection project, the People’s Committee of Dak Nong Province acknowledged that land clearance has been extremely slow, with the census of foundation piles and corridor lines unfinished after four years. This has negatively impacted the reputation of the People’s Committee with the Government, the German Government Loan Agreement, and the province’s ability to attract other foreign investment.
Therefore, the Chairman of the People’s Committee of Dak Nong Province instructed the Chairman of the People’s Committee of Gia Nghia City to direct relevant units to complete land clearance and handover within the specified timeframe, preventing capital loss and any adverse effects on the loan agreement (expected to be completed by the end of 2025).
For the Dak Mil 2 110KV transformer station and connection project, the People’s Committee of Dak Nong Province directed the Department of Natural Resources and Environment, the People’s Committee of Dak Mil District, and relevant units to promptly update and adjust the land use planning of Dak Mil district until 2030, in accordance with the spirit of the People’s Committee’s directive from February 2024.
The Committee also assigned the Department of Planning and Investment to coordinate with relevant units to support the investor in completing the project dossier and obtaining investment approval before October 15, 2024.
Concerning the Tuy Duc 110KV transformer station and connection project, the People’s Committee of Dak Nong Province affirmed that they had sent a document requesting guidance from the Ministry of Natural Resources and Environment regarding the overlap with the bauxite mine planning and the scheme for the assembly and storage of unused minerals since July 2024 but had not yet received a response.
Therefore, the People’s Committee directed the departments, sectors, and localities to take the initiative in preparing and coordinating so that when there are instructions to resolve and implement power infrastructure investment projects in areas with overlapping bauxite mine planning, they can immediately proceed without delay, thus avoiding any negative impact on the progress and loan capital disbursement plan.

The project “Installation of T2 transformer at 110kV Krong No transformer station” has an investment scale including the installation of a 25MVA-110/22kV T2 transformer, 02 110kV circuit breakers, 06 single-phase current transformers, 01 single-phase earthing switch, 03 96kV single-phase lightning arresters, and 09 combined distribution cabinets. The project, with a total investment of over VND 25 billion, is invested by the Central Power Corporation. The installation of the T2 transformer increases the total capacity of the 110kV Krong No transformer station to 50 MVA, helping to relieve the overload of the T1 transformer, facilitating safe and stable operation of the power system, and enhancing flexibility in operating the power grid in the Central – Highlands region. |
