The Capital’s Discipline: Holding Officials Accountable for the Vĩnh Tuy Bridge Project

On September 25, the Hanoi Party Committee’s Inspection Commission provided information regarding the handling of violations by party organizations and members.

The official letter clearly stated that on September 23, the Inspection Commission of the Hanoi Party Committee held a meeting and concluded the inspection regarding signs of violations by the Party Committee of the Management Board for Investment and Construction of Transport Projects for the 2020-2025 term.

This inspection focused on their leadership and direction in implementing the Party’s regulations and the state’s laws concerning the “Construction of the bridge section from pillar 25 to pillar 47” of the Vinh Tuy Bridge Project – Phase 2, carried out by the joint venture between Thuân An Commercial Construction and Development JSC and Cau 7 Thang Long JSC.

According to the conclusion of the Inspection Commission, the Party Committee of the Management Board for Investment and Construction of Transport Projects for the 2020-2025 term had seriously violated the working regulations, showing lax leadership and management, and a lack of inspection and supervision.

As a result, several leaders, officials, and party members of the Management Board were found to have committed serious violations of the Bidding Law, the Party’s regulations, and the state’s laws on corruption prevention. They also breached Regulation No. 37-QD/TW of the Party Central Committee on things that party members must not do and Regulation No. 101-QD/TW of the Secretariat on the responsibility to set an example by cadres and party members.

The Hanoi Party Committee’s Inspection Commission decided to discipline the Party Committee of the Management Board for Investment and Construction of Transport Projects for the 2020-2025 term with a warning.

Additionally, Mr. Trinh Van Thanh, Deputy Secretary of the Party Cell and Deputy Head of the Project Management Division 2, and Mr. Le Van Mang, Party Cell member and official of Project Management Division 2, were removed from all Party positions.

The Inspection Commission also decided to issue a warning to Mr. Nguyen Chi Cuong, Secretary of the Party Committee and Director of the Management Board for Investment and Construction of Transport Projects, and Mr. Pham Van Duan, Deputy Secretary of the Party Committee, Head of the Party Committee’s Inspection Commission, and Deputy Director of the Management Board.

The Inspection Commission decided to reprimand Mr. Nguyen Anh Duc, Vice Chairman of the Chapter My People’s Committee and former member of the Party Committee and former Deputy Director of the Management Board, along with Mr. Nguyen Dinh Dan and Mr. Vu Tien Binh, party members and officials of Project Management Division 2.

Furthermore, the Inspection Commission proposed that the Hanoi Party Committee’s Standing Committee impose disciplinary measures and remove two party members from their positions.

On September 24, the Hanoi Party Committee’s Standing Committee held a meeting and decided to discipline Mr. Pham Hoang Tuan, former Secretary of the Party Committee and former Director of the Management Board for Investment and Construction of Transport Projects, and Mr. Do Dinh Phan, member of the Party Committee’s Standing Committee and Deputy Director of the Management Board, by removing them from all Party positions.

The Standing Committee also decided to relieve Mr. Nguyen Chi Cuong from his position as Director and Mr. Pham Van Duan from his position as Deputy Director of the Management Board for Investment and Construction of Transport Projects of Hanoi.
