The Ring Road 4-Capital Region, with a length of 112.8 km, passes through Hanoi (58.2 km), Hung Yen (19.3 km), and Bac Ninh (25.6 km).
The project is implemented through seven component projects, independently operated by the People’s Committees of the three provinces/cities (Hanoi, Hung Yen, and Bac Ninh) as assigned by the State. These include three component projects for compensation, support, and resettlement in each province/city using public investment capital (Component Projects 1.1, 1.2, and 1.3); three component projects for constructing parallel roads in each province/city using public investment capital (Component Projects 2.1, 2.2, and 2.3); and Component Project 3 for constructing the expressway through a public-private partnership (PPP). The preliminary total investment is VND 85,813 billion.
After Hanoi’s review, adjustment, and agreement with Hung Yen and Bac Ninh, the total investment for the Ring Road 4-Capital Region project will decrease by approximately VND 2,129 billion compared to the preliminary total investment.
Specifically, Component Project 1.1 (land clearance in Hanoi) will decrease by VND 650 billion; Component Project 3 (PPP) will decrease by VND 3,319 billion; Component Project 1.2 (land clearance in Hung Yen) will increase by VND 600 billion; and Component Project 1.3 (land clearance in Bac Ninh) will increase by VND 1,240 billion.
The leaders of Hung Yen and Bac Ninh Provincial People’s Committees affirmed that they would arrange their local budgets to supplement the additional capital for Component Projects 1.2 and 1.3.
Leaders of several ministries and sectors discussed and provided opinions on Hanoi’s proposal regarding the adjustment of the reduced capital in Component Project 1.1 to invest in several connecting branches at five inter-connected intersections and two overpasses to ensure the flow of the parallel road in Hanoi. They also proposed a sub-project to build Hong Ha, Me So, and Hoai Thuong bridges and some sections within Component Project 3, so that in case Component Project 3 is not completed, the connectivity of the entire parallel road will still be guaranteed.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the localities to promote their initiative and flexibility in handling issues related to adjusting the investment levels of the component projects of the Ring Road 4-Capital Region within their authority.
Regarding Component Project 3, the People’s Committee of Hanoi was asked to continue reviewing and clarifying the structure of the State capital’s participation ratio (including the sub-project of public investment in building bridges and some sections); and to work and agree with Hung Yen and Bac Ninh on the proposal to transfer the reduced central capital in Component Project 1.1 to Component Project 3.
The Ministry of Transport was assigned to clarify the responsibility of the consulting unit for inaccurate and incomplete identification of the area to be revoked and cleared, leading to a significant adjustment in expenses.

Vice Prime Minister Tran Hong Ha has approved a significant investment decision for the development of the Chau Minh – Bac Ly – Huong Lam and Hung Phu Industrial Parks, totaling almost VND 3,200 billion. This first phase of development will focus on the Chau Minh – Bac Ly – Huong Lam Industrial Park in Bac Giang Province and the Hung Phu Industrial Park in Thai Binh Province, with a combined investment of nearly VND 3.2 trillion.
