
The Belt 1 project, Hoang Cau – Voi Phuc section, with the Investment and Construction Management Board of Civil Construction Works of Hanoi as the investor, has been on hold for many years.

The project, with a budget of over VND 7,200 billion and a timeline of 2018-2020, has now exceeded its scheduled completion date by over four years.

According to the Hanoi Statistics Office, as of Q3 2024, the project has only disbursed 37.8% of its allocated capital.

The second project, also managed by the Hanoi Civil Construction Works Investment and Construction Management Board, is the Thang Long Avenue extension from National Highway 21 to Hanoi – Hoa Binh Expressway, which is experiencing slow disbursement.

This project, with a total investment of VND 5,200 billion and a completion date of 2026, was commenced in October 2023. However, after a year of construction, only 8.6% of the allocated capital has been disbursed.

The third project is the expansion of National Highway 6, the only gateway to the inner city of Hanoi that has not been invested in or expanded. After receiving priority funding of VND 8,100 billion from the Hanoi People’s Council, the expansion project was commenced in December 2022.

At the groundbreaking ceremony, Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee (in the small picture), emphasized that this is a key project that needs to be expedited to reduce congestion and improve infrastructure in the western area of the capital.

However, with half of the construction period (from 2022 to 2025) already passed, the road is far from complete, and the construction site remains inactive.

According to the Hanoi Statistics Office, the project has been allocated sufficient funds for the investor, the Hanoi Transport Project Management Board, to implement. However, as of Q3 2024, only 8.8% of the allocated capital has been disbursed.
The Capital’s Three ‘Super’ Transport Projects: Delayed Disbursement and Budget Constraints
With a substantial budget of thousands of billions of dong allocated for construction, these projects are intended to alleviate traffic congestion: the expansion of National Highway 6, the extension of the Thang Long Boulevard expressway, and the Ring Road 1 section from Hoang Cau to Voi Phuc. However, the disbursement of funds for these initiatives has been slow, resulting in delayed progress and unused budget allocations.
