On October 16th, the Prime Minister issued a dispatch to relevant ministries, the People’s Committee of Ho Chi Minh City, and the provinces of Ba Ria-Vung Tau, Long An, Binh Duong, and Dong Nai regarding the assignment of a competent authority to prepare a pre-feasibility study report for the construction project of Ho Chi Minh City’s Ring Road 4.

Considering the proposal of the Ministry of Transport, the Prime Minister assigned the People’s Committee of Ho Chi Minh City as the competent authority to finalize the pre-feasibility study report for the project, based on the synthesis of pre-feasibility study reports of component projects prepared by the local authorities. The report will then be submitted to the Government for presentation to the National Assembly for deciding on the investment policy in accordance with regulations.

The People’s Committees of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An provinces are responsible for coordinating with the People’s Committee of Ho Chi Minh City in finalizing the pre-feasibility study report and implementing the project.

The Prime Minister also assigned the Ministry of Planning and Investment to advise and propose to the Prime Minister the establishment of a State Appraisal Council to promptly appraise the pre-feasibility study report for the project and coordinate with the People’s Committee of Ho Chi Minh City to urgently complete the investment preparation procedures as directed by the Prime Minister.

The construction project of Ho Chi Minh City’s Ring Road 4 has a total length of 207 kilometers, passing through five localities. Specifically, the section passing through Ba Ria-Vung Tau province is 18.23 kilometers long, Dong Nai province is 45.54 kilometers, Binh Duong province is 47.45 kilometers, Ho Chi Minh City is 17.3 kilometers, and Long An province is 78.3 kilometers.

The first phase of the project has a total investment of approximately VND 128,063 billion and is proposed to be implemented in the form of a Build-Operate-Transfer (BOT) project, with a construction cost of about VND 76,772 billion and land clearance cost of about VND 51,291 billion.

The project is of great significance, contributing to the socio-economic development of the provinces in the Southeast region and the key economic region of the South. It will enhance inter-regional connectivity, facilitate the flow of goods, and reduce logistics costs.

The project is expected to be appraised and submitted to the National Assembly for deciding on the investment policy during the October 2024 session.
