In the afternoon of October 23, local time, during his working trip to attend the BRICS Leaders’ Meeting in the Russian Federation, Prime Minister Pham Minh Chinh received Russian Energy Minister Sergei Tsivilev.

At the meeting, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches great importance to the traditional friendship and Comprehensive Strategic Partnership with Russia and wishes to consolidate and deepen cooperation with Russia in various fields for the benefit of the two peoples.

The Prime Minister emphasized that exchanges between the two countries have been frequent and positive at all levels and through various channels, further solidifying the political foundation for ministries, sectors, businesses, and localities of both countries to expand cooperation, including in the field of energy and oil & gas, which is an important pillar of the Vietnam-Russia Comprehensive Strategic Partnership.

For his part, the Russian Energy Minister expressed his delight at meeting Prime Minister Pham Minh Chinh. He shared that he was honored to accompany President Putin on his visit to Vietnam in June and participate in a very impressive activity—meeting with Vietnamese alumni who had studied in Russia and the Soviet Union. He affirmed that Vietnamese students are disciplined, hard-working, and intelligent.

The Russian Energy Minister highly valued the significance of Prime Minister Chinh’s working trip to Russia and expressed his belief that the Prime Minister’s orientations during the meeting would create a strong impetus for promoting bilateral cooperation.

The Russian Energy Minister affirmed that the Russian Government and the Ministry of Energy highly appreciate the Vietnam-Russia cooperation over the past time and hope that the two sides will continue to promote cooperation in new fields in the future, meeting the development needs of each country, such as in responding to climate change, energy transition, and the use of green, clean, and peaceful atomic energy.

Prime Minister Pham Minh Chinh welcomed and requested Minister Sergei Tsivilev to continue supporting Vietnam-Russia cooperation in the field of energy and oil & gas, and to direct the Russian Ministry of Energy to coordinate closely with Vietnamese specialized agencies to create favorable conditions for businesses of the two countries to implement cooperation projects in each other’s territory.

Prime Minister Pham Minh Chinh and Minister Sergei Tsivilev agreed to assign relevant agencies of the two countries to soon exchange, negotiate, and finalize the signing of intergovernmental cooperation agreements, especially in education-training, investment, and new potential fields, at the earliest possible time.
