There should be a focus on the affordable housing segment, with a price range of up to VND 2.5 billion, to avoid overspending and ensure a more targeted investment approach.

Deputy Trinh Xuan An from Dong Nai province’s delegation shared his insights on the real estate market, suggesting that property prices naturally fluctuate, but it is essential to maintain a steady rhythm and uphold market laws to prevent abrupt and abnormal spikes or dips. He emphasized the government’s role in establishing a fair and equitable playing field for the real estate market.

According to the deputy, a nuanced perspective is necessary when considering land prices in relation to market dynamics. Instead of solely associating high land prices with negative consequences and low prices with positivity, it is essential to analyze the context of different segments. This approach will enable the formulation of appropriate policies that can boost state revenues and facilitate focused, rational investments. The deputy advocated for targeted policies concerning the affordable housing segment, with a price range of up to VND 2.5 billion.

Additionally, he emphasized the importance of transparency in the market and encouraged the promotion of cashless transactions for all real estate dealings. On the topic of taxation, the deputy supported the introduction of taxes for individuals owning multiple properties or assets, suggesting that the time is ripe for such a measure. Addressing the issue of low supply and high prices, he called for a thorough analysis of the causes, including procedural bottlenecks, and expressed hope that relevant laws and regulations pertaining to land, housing, and real estate business would contribute to ameliorating the situation.

Streamlining procedures for implementing social housing support policies is essential to prevent a bureaucratic maze.

Deputy Le Thi Thanh Lam from Hau Giang province’s delegation pointed out the complexities involved in the procedures for social housing projects, which are more cumbersome than those for commercial housing developments. She also drew attention to the limited supply of social housing and the ongoing challenge of an excess of commercial land while suitable land for social housing remains scarce.

To enhance accessibility to social housing for citizens, the deputy recommended refining the legal framework for social housing. This includes expediting the issuance of specific regulations for bidding and contractor selection, as well as accelerating the implementation of social housing projects, especially for workers and low-income earners. She also emphasized the importance of allocating sufficient state budget funds for social housing development, including support programs for low-income households and those in need of social housing in urban areas. Additionally, she suggested reforming the loan approval process to prevent bureaucratic hurdles that hinder the effectiveness of well-intended policies.

Furthermore, the deputy proposed that the bank direct the Social Policy Bank to develop and offer preferential credit packages for social housing purchasers, with tenures ranging from 10 to 20 years and interest rates of 3-5%.

To uphold the integrity of social housing initiatives, she advocated for strengthened inspection and supervision, ensuring compliance with legal provisions. She also emphasized the need for measures to prevent and sternly handle instances of policy abuse or misconduct.
