The Bac Ninh People’s Committee organized a conference on the morning of October 24 to deploy the implementation of the sub-project on site clearance (GPMB) and infrastructure relocation for the Gia Binh Airport construction project (sub-project).

The conference also aimed to address difficulties in the project implementation related to the assessment and approval of the environmental impact assessment report (EIA); and the relocation of structures within the GPMB boundary of the Gia Binh Airport project.

The sub-project on compensation, support, resettlement, technical infrastructure restoration, and GPMB for the Gia Binh Airport construction project has an area of about 125ha in Xuan Lai and Gia Binh town. The total cost is nearly VND 838 billion, and it involves 773 households with land to be revoked and 865 tombs that need to be relocated.

So far, the Gia Binh District Project Management Board has submitted the feasibility study report of the project to the Department of Construction for appraisal; and sent the environmental impact assessment report to the Department of Natural Resources and Environment for consultation during the implementation process. They have also completed the counting and publicizing of the compensation plan for the first phase, with a total area of nearly 109ha belonging to 669 households and 778 tombs that need to be relocated. The committee has also obtained the agreement of the households through a voting process, with the majority agreeing to the revocation earlier than the prescribed time frame.

The People’s Committee emphasized that the Gia Binh Airport construction project is a key project for national security and defense, not only for the Ministry of Public Security but also for the province. Therefore, the entire political system of Gia Binh district needs to consider this a central task and focus on its implementation in the coming time.

The People’s Committee requested the Gia Binh district to finalize the report on collecting feedback from the people and the Fatherland Front on the compensation, support, and resettlement plan. They also asked the district to submit the environmental impact assessment report for appraisal to the Department of Natural Resources and Environment by the afternoon of October 25. By the afternoon of October 28, the Department of Natural Resources and Environment is required to send the appraisal report on the environmental impact assessment, and the Department of Construction is required to send the appraisal report on the sub-project so that the People’s Committee can approve it on October 29.

Regarding compensation for GPMB, the Gia Binh district is instructed to determine the boundaries of the cemeteries in the area. By October 27, there must be a detailed sketch of the planning of each cemetery to carry out the relocation of the tombs. The district is also instructed to continue propagating and mobilizing the people to create consensus in the GPMB work. They should direct the investor to approve the estimate, design drawings of the items, and organize bidding to select the investor, striving to complete the project in early November to submit it to the Provincial People’s Council for approval.

The People’s Committee also requested related departments and sectors to coordinate and support Gia Binh district in the project implementation process. The Department of Transport is requested to coordinate with the professional agencies of the Ministry of Public Security and related ministries and sectors to soon submit the appraisal for the Prime Minister’s approval to supplement the Gia Binh Port into the master plan of the whole country’s aviation ports.

Earlier, the Prime Minister signed and issued a decision approving the investment policy for the Gia Binh Airport project. In the first phase, a specialized airport with a 1,500-meter runway will be constructed, with a land use scale of about 125ha in Xuan Lai and Gia Binh town. The Mobile Police Command is currently deploying the formulation of 1/500 planning, project development, design, and total estimation to ensure the conditions for the construction of the project.

In the second phase, the runway will be extended from 1,500 meters to 3,050 meters, and an aviation terminal and auxiliary items will be invested in with a land use scale of about 120ha. This is a key project of the Ministry of Public Security and has received special attention from the Party and State leaders.

According to the master plan for the development of the whole country’s aviation ports, airports, and airfields approved by the Prime Minister on June 7, 2023, by 2050, there will be 33 aviation ports, including 14 international aviation ports: Van Don, Hai Phong, Noi Bai, Tho Xuan, Vinh, Phu Bai, Da Nang, Chu Lai, Cam Ranh, Lien Khuong, Long Thanh, Tan Son Nhat, Can Tho, and Phu Quoc.

There will also be 19 domestic aviation ports, including Lai Chau, Dien Bien, Sa Pa, Cao Bang, Na San, Cat Bi, Dong Hoi, Quang Tri, Phu Cat, Tuy Hoa, Pleiku, Buon Ma Thuot, Phan Thiet, Rach Gia, Ca Mau, and Con Dao. In addition, there are 12 potential aviation ports and airfields, including the Gia Binh Airport, which is a specialized airport serving security and national defense. If completed, this will be the first airport in Bac Ninh province.
