On the morning of October 24 (local time), in Kazan, Russian Federation, Prime Minister Pham Minh Chinh attended the plenary session of the 2024 BRICS Leaders’ Meeting with the theme “BRICS and the Southern Hemisphere: Together for a Better World.”

At the conference, Prime Minister Pham Minh Chinh shared profound insights on the “new era – an era of profound connectivity and integration, an era of intelligent technology and innovation.” He emphasized a global vision, a people-centric approach, and the promotion of multilateralism, international solidarity, and a rules-based world order. The Prime Minister also underscored the importance of shared responsibility in addressing unprecedented global challenges.
To co-create a better world and foster peace and prosperity, the Prime Minister proposed five strategic connections:
1. Resource connectivity: BRICS should take the lead in mobilizing, allocating, and efficiently utilizing resources to adapt to climate change and vigorously develop green, digital, and circular economies. This includes ensuring food, energy, and information security.
2. Strategic infrastructure connectivity, encompassing both hard and soft infrastructure.
3. Connectivity of global supply chains based on modern science and technology and innovation to create new growth momentum and expand development space for all nations.
4. People-to-people connectivity through cultural, educational, tourism, and people-to-people exchanges between BRICS and other nations. This fosters a culturally “unified yet diverse” space where different values are respected and commonalities are amplified. As the great Russian novelist, Fyodor Dostoevsky, emphasized, “Beauty will save the world.”
5. Connectivity in reforming global governance towards a more inclusive, balanced, and effective system for rapid and sustainable development. BRICS should strongly advocate against the politicization of economic, trade, scientific, and technological relations and innovation.

Sharing Vietnam’s development lessons on “connectivity and building a better world together,” the Prime Minister highlighted three key principles:
1. Placing people at the center, considering them the subject, goal, driving force, and most important resource of development. This entails not sacrificing social progress, equality, and environmental protection for mere economic growth.
2. Adhering to an independent, autonomous, peaceful, friendly, cooperative, and developmental foreign policy. Vietnam strives to be a good friend, a reliable partner, and a responsible and proactive member of the international community.
3. A “four no’s” defense policy: (1) No participation in military alliances; (2) No alliance with one country to oppose another; (3) No foreign military bases in Vietnam; and (4) No use of force or threat to use force in international relations.
In the spirit of promoting peace, dialogue, and cooperation, the Prime Minister quoted the great Russian writer, Maxim Gorky, “Each nation, each country is an indispensable part of the great human body, and only together can we achieve real progress.” He expressed his confidence in BRICS’ enhanced unity and collective strength to build a peaceful, stable, cooperative, and developing world.
Recalling the words of President Ho Chi Minh, “Solidarity, unity, great success,” the Prime Minister affirmed Vietnam’s willingness to cooperate with BRICS and the international community to realize the idea of “building a better world together” for all people.
