Speaking to NLD, a representative from the Department of E-Commerce and Digital Economy (Ministry of Industry and Trade) said that according to regulations, foreign e-commerce platforms wishing to operate in Vietnam must register in accordance with Decree 52 and the amended Decree 85 on e-commerce.

However, Temu, a cross-border e-commerce platform established by PĐ Holdings (China), the world’s largest online retailer, has not registered to operate in Vietnam.
In recent days, Temu has enabled selling features in Vietnam and has been aggressively advertising to consumers.
In light of this, the Ministry of Industry and Trade will consider a range of options to address Temu’s situation, including, in the worst-case scenario, requesting that this e-commerce platform cease operations in Vietnam.
On the afternoon of October 23, at a regular press conference, a representative from the Ministry of Industry and Trade responded to new developments in Vietnam’s e-commerce market following the influx of Chinese retail platforms like Temu, Shein, and Taobao.
Previously, businesses and experts expressed concerns that the arrival of Chinese e-commerce platforms would bring a flood of cheap Chinese goods into the Vietnamese market.
Deputy Minister of Industry and Trade, Nguyen Sinh Nhat Tan, affirmed that foreign e-commerce platforms entering Vietnam must register in accordance with regulations.
Regarding the fact that some countries have banned Temu, like Indonesia, the Ministry of Industry and Trade has assigned the Department of E-Commerce and Digital Economy to conduct an impact assessment.
In principle, the Ministry of Industry and Trade is implementing a project to ensure strict management and combat fraudulent and counterfeit goods.
Regarding pricing, the Deputy Minister of Industry and Trade said: “I myself was surprised by their low prices, but we need to investigate and research specifically, and we cannot yet affirm whether these prices are for genuine goods or not, as we respect market agreements.”
Once the research results are available, the Ministry of Industry and Trade will propose control solutions.
Notably, a few days after officially selling to Vietnam, on October 22, Temu launched a new strategy by allowing users in Vietnam to register for their affiliate program.
Many internet users immediately shared this information extensively and exaggerated the opportunity to earn tens of millions or even hundreds of millions of dong easily by participating in Temu’s Affiliate Program.
