Vietnam’s Ministry of Public Security’s Investigation Police have concluded their investigation and proposed the prosecution of Mr. Le Tien Phuong and 16 other accused individuals for “Violation of regulations on the management and use of state assets, causing loss and waste,” as per Article 219 of the 2015 Penal Code.

Also facing prosecution for the same offense are the following accused: Nguyen Ngoc (former Vice Chairman of the Provincial People’s Committee), Le Quang Vinh (former Secretary of the District Party Committee and Chairman of Phu Quy Island District), and Nguyen Van Phong (former Deputy Director of the Department of Finance and permanent member of the Provincial Land Price Appraisal Council).
According to the investigation’s conclusions, during the implementation of a project in Phan Thiet, Binh Thuan province, Mr. Le Tien Phuong approved adjustments to the planning and granted planning permits to the investor. He also approved the conversion of 363,523 square meters of land from sports to urban residential purposes for the Phan Thiet Beach Urban Area project.
The investigating body pointed out that during a meeting on October 27, 2015, Mr. Phuong heard multiple objections to the land price proposed by the People’s Committee of Binh Thuan province, which was VND 2,577,000 per square meter, as it was deemed inappropriate and inconsistent with regulations. However, on November 25, 2015, he still signed a decision approving this price, resulting in a loss of over VND 308 billion.
The investigation agency determined that during the investigation, Mr. Le Tien Phuong candidly admitted to his wrongdoing and confessed to his crimes. No evidence of personal gain or corrupt motives was found regarding Mr. Phuong. Additionally, he has a good work record and has been awarded several honors, including medals, commendations, and certificates of merit from various sectors and levels.
