Resolution No. 115 by the Government of Vietnam has provided support to Ninh Thuan province through three main policy groups. These include policies to attract investment, support infrastructure development, and promote social welfare.
By the end of 2023, thanks to this resolution, Ninh Thuan is expected to have 57 energy projects with a total capacity of 3,749 MW connected to the National Grid, generating over 7.7 billion kWh of electricity. This will significantly contribute to the province’s economic growth. Additionally, the Prime Minister has included the 1,500 MW LNG Ca Na Power Center Phase 1 in the National Power Development Plan for 2021-2030, gradually establishing the province as the country’s renewable energy hub.
In terms of infrastructure development, Ninh Thuan has witnessed significant investments in roads, water reservoirs, and ports, creating a synchronized and interconnected system that meets the province’s development needs.
On the social welfare front, Resolution 115 has included Vinh Hai commune, Ninh Hai district, in the list of especially difficult communes in coastal and island areas for the 2018-2020 period. This means that the people in the area planned for the nuclear power plant will benefit from full support policies.
The implementation of the policies outlined in Resolution 115 has enabled Ninh Thuan to capitalize on its potential, gain a competitive edge, and attract significant investment. In particular, the decision to establish Ninh Thuan as the country’s renewable energy center has attracted large and strategic investors. This has created a positive spillover effect, drawing investments into key areas such as seaports, tourism, industry, and urban infrastructure, propelling the province to a new level of development and enhancing its stature.
However, out of the 17 policies, four remain incomplete. The main reason for this is the changes in relevant regulations and policies regarding planning, public investment, forest land conversion, and titanium mining during the implementation process.
The four incomplete policies include: the Ninh Thuan People’s Committee has not reached an agreement with investors on the handling of titanium mining projects that have been licensed for exploration and exploitation; the Industrial and Export Salt Farm in Quan The has been handed over to the management of the Ninh Thuan People’s Committee, but the Ministry of Agriculture and Rural Development has not agreed on a solution to address previous issues; the Ministry of Education and Training has not been able to balance the capital source in the medium-term plan for the 2021-2025 period to invest in the Hanoi University of Agriculture and Forestry’s branch in Ninh Thuan; and the policy to support 100% of the central budget for ODA projects (grant portion) lacks allocated funds.
These four policies will continue to be implemented according to Resolution No. 128, dated September 8, 2024, by the Government.
