According to the Ho Chi Minh City Portal, on the morning of November 11, Mr. Phan Van Mai – Chairman of the Ho Chi Minh City People’s Committee and Deputy Minister of Transport Le Anh Tuan chaired a meeting between the Ministry of Transport and five localities (Ho Chi Minh City, Binh Duong, Long An, Dong Nai, Ba Ria – Vung Tau) regarding the coordination and implementation of the Ho Chi Minh City Belt Road 4 project.

In his conclusion at the working session, the Chairman of the Ho Chi Minh City People’s Committee requested that the People’s Committees of the provinces urgently complete the Pre-Feasibility Study Report (PFS) for the component projects and send a document to the Ho Chi Minh City People’s Committee before November 13.

Based on this, the Ho Chi Minh City People’s Committee will synthesize and complete the PFS Report for the overall Ho Chi Minh City Belt Road 4 project (including special mechanisms and policies) to submit to the Ministry of Transport, the Ministry of Planning and Investment, and report to the Prime Minister on November 15.

At the meeting, Mr. Phan Van Mai agreed that Binh Duong Province will continue to implement the component project of Belt Road 4 in the provincial area according to the Resolution passed by the Binh Duong Provincial People’s Council on the investment policy for the project following the Prime Minister’s directives. Binh Duong will also participate in the common mechanisms and policies of Belt Road 4.

The Chairman of the Ho Chi Minh City People’s Committee requested that the Binh Duong People’s Committee send a document to the Dong Nai People’s Committee to agree on including the Thu Bien Bridge item in the component project in Dong Nai Province. Regarding the construction progress of Thu Bien Bridge, Chairman Phan Van Mai requested that Dong Nai Province deploy it synchronously with the entire route.

In case Dong Nai cannot secure the capital, Ho Chi Minh City, Binh Duong, and Dong Nai will jointly balance the budget for this package to ensure the synchronous implementation of the Belt Road 4 project.

To accelerate the progress of the Belt Road 4 project, Mr. Phan Van Mai requested that the localities, based on their practical situation, propose specific mechanisms and policies and send documents to the City so that Ho Chi Minh City and the consulting unit can review them based on the mechanisms and policies being updated at this National Assembly session.

Regarding project information, Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, reported that the Ho Chi Minh City Belt Road 4 project is nearly 207 km long, with 4 lanes in phase 1, an emergency stop lane, and a median dividing the two directions.

The project is expected to have a total investment of more than VND 128,000 billion. Specifically, the Ho Chi Minh City section is 17.3 km long (VND 14,089 billion); the Ba Ria-Vung Tau section is 18 km long (VND 7,972 billion); the Dong Nai section is 45.6 km long (VND 19,151 billion); the Binh Duong section is 47.5 km long (VND 19,827 billion); and the Long An section is over 78 km long (VND 67,024 billion).

The project’s overarching goal is to expedite construction and complete it by 2027 to connect with Belt Roads 3 and 2, thereby perfecting Ho Chi Minh City’s belt road network and fundamentally renewing its transport infrastructure.

The Prime Minister has assigned Ho Chi Minh City as the competent authority to organize the completion of the Pre-Feasibility Study Report (PFS) for the Ho Chi Minh City Belt Road 4 project based on the synthesis of the PFS Reports of the component projects that have been set up by the localities.
