Reduced fees for online ID card applications

From July 1st, 2024, the ID card will replace the citizen ID card as the primary form of identification.

A new regulation regarding citizen ID cards in 2025 that people should be aware of is that from January 1st, 2025, to December 31st, 2025, citizens who submit applications for replacement or re-issuance of their ID cards online will receive a 50% discount on the fees as stated in Clause 3, Article 4 of Circular No. 73/2024/TT-BTC.

Specifically, the fee for making an ID card as stipulated in Article 4 of Circular 73/2024/TT-BTC is as follows:

– Replacement of a citizen ID card with an ID card as per Clause 3, Article 21 of Decree No. 70/2024/ND-CP: VND 30,000/ID card;

– Replacement of an ID card in cases specified in Clause 1, Article 24 of the Law on ID Cards: VND 50,000/ID card;

– Re-issuance of an ID card in cases specified in Clause 2, Article 24 of the Law on ID Cards: VND 70,000/ID card.

From October 21st, 2024, to December 31st, 2024, the fee for replacement or re-issuance of ID cards will be 50% of the standard fee.

Starting January 1st, 2025, until December 31st, 2025, citizens who submit applications for replacement or re-issuance of their ID cards online will be charged 50% of the standard fee.

From January 1st, 2026, onwards, the standard fee will be applied.

Starting in 2025, there will only be three types of ID documents

According to Clause 3, Article 46 of the Law on ID Cards, the Identification Card will be officially discontinued from 2025. Therefore, from 2025 onwards, citizens will only use the following types of ID documents: Barcode ID card, Chip-based ID card, and ID card.

Specifically, Identification Cards that are still valid until after December 31st, 2024, will only be usable until that date. This means that from January 1st, 2025, all Identification Cards, even those within the 15-year validity period, will become invalid and cannot be used for any transactions or administrative procedures.

Additionally, legal documents that have been issued using information from the Identification Card will remain valid. State agencies are not allowed to request citizens to change or adjust their Identification Card information on already issued documents.

Mandatory cases for replacing CCCD with ID card

Article 21 of the 2014 Law on Citizen Identification and Article 21 of the Law on Identification specify the age at which the citizen identification card/ID card must be replaced:

– Vietnamese citizens who have been issued a citizen identification card/ID card must apply for a replacement when they turn 14, 25, 40, and 60 years old.

– Citizen identification cards/ID cards issued or replaced within two years before the age of replacement specified above will be valid until the next replacement age.

Simultaneously, Article 19 of the Law on Identification stipulates that the recipients of ID cards are Vietnamese citizens. Among them, Vietnamese citizens aged 14 and above must undergo the procedure for obtaining an ID card. Vietnamese citizens under 14 years old may apply for an ID card if desired.

Therefore, in 2025, those who already have a citizen identification card/ID card but have reached the replacement ages of 25, 40, or 60 (and have not obtained a new ID card in the last two years) must get their card replaced during that year.

All citizens aged 14 and above who do not yet have an ID card must undergo the procedure for obtaining a new ID card. For those under 14 years old, obtaining an ID card is not mandatory but can be done upon request.
