Since the beginning of 2024, Phu Quoc City in Kien Giang Province has strengthened inspections and handling of legal violations in the fields of land, forestry, and construction; thereby preventing and minimizing such acts.

From May 2024 onwards, the Special Task Force for inspecting and handling legal violations in the fields of land, forestry, and construction in Phu Quoc (the Task Force), together with functional units, has inspected, controlled, and handled more than 120 cases of violations, including acts of occupying state-managed land, using land for the wrong purposes, illegally encroaching on and constructing buildings, planting trees, encroaching on land in investment projects, destroying and illegally occupying forest land, and transferring land in violation of the law to gain benefits.

For the cases of violations, Phu Quoc City has imposed administrative sanctions, reclaimed land, persuaded violators to return state-owned land, dismantle illegal constructions, and restore the land to its original state. The city has also completed violation dossiers and transferred them to competent authorities for handling in accordance with the law.

At the same time, Phu Quoc’s Forest Rangers have handled 27 cases of administrative violations related to the transportation of forest products, illegal logging, land encroachment, and forest destruction. They have also initiated criminal proceedings for 17 cases of forest destruction, causing serious damage to forest resources.

The Forest Ranger Unit of Phu Quoc City has handled cases of land encroachment and recovered over 982,790 square meters of forest land, returning it to the Phu Quoc National Park and local communes for management and protection as per regulations.

According to the Department of Natural Resources and Environment of Phu Quoc City, since the beginning of 2024, the city has enforced compulsory remedial measures in 19 cases, involving a total area of more than 14,600 square meters.

Of these, 12 cases involved the enforcement of decisions on compulsory remedial measures, and seven cases involved the implementation of decisions on remedial measures due to the inability to identify the administrative violators. Currently, there are 85 enforcement decisions in the process of inspection and review before proceeding with enforcement in accordance with the law.

The department has persuaded 32 violators to comply with the enforcement decisions, voluntarily restoring the land to its pre-violation state and returning the occupied land to the state.

In collaboration with the Kien Giang Department of Natural Resources and Environment, the city has also enforced administrative sanctions through compulsory measures in six cases, involving a total area of more than 89,934 square meters.

Mr. Huynh Van Dinh, Head of the Department of Natural Resources and Environment of Phu Quoc City, stated that the enforcement cases were carried out in accordance with legal regulations and ensured the safety of the participants during the process. It also maintained political security, social order, and safety in the locality, protecting the assets of the State, organizations, and citizens.

Before carrying out the enforcement, the city’s functional sectors conducted propaganda, mobilization, explanation, and persuasion for the violators. The authorities of Kien Giang Province requested Phu Quoc City to continue strengthening inspections and handling of legal violations in the fields of land, forestry, and construction on the island.

The city has been instructed to focus on practical inspections with a targeted approach in the communes and wards, prioritizing the handling of “hot spots” and strictly managing land and forestry to prevent the occurrence of new hotspots.

Phu Quoc City directs the communes and wards to resolutely handle violations within their managed areas, strengthen state management in the fields of land, forestry, marine conservation, and construction, and promptly and effectively address the shortcomings and limitations of the past. The city also expedites the process of handling the remaining legal violations.

The city urgently takes action to resolve the issue of 79 illegally constructed villas in Duong To commune and other violation areas.
