The Prime Minister has just signed and issued Official Dispatch No. 121, dated November 26, on continuing to boost the development of the domestic market and stimulating consumption demand.

The Official Dispatch was sent to Ministers of Ministries of Industry and Trade, Planning and Investment, Finance, Agriculture and Rural Development, Construction, Culture, Sports and Tourism; the Governor of the State Bank of Vietnam; Chairpersons of the People’s Committees of provinces and centrally-run cities; Chairpersons of industry associations, corporations, and general directors of general companies.

According to the Official Dispatch, from now until the end of the year, the world situation is expected to remain complex, with political tensions and military conflicts potentially escalating and spreading, supply chain disruptions, production chain risks, and volatile oil prices. Domestic demand remains weak, and obstacles in some energy and real estate projects have not been thoroughly addressed. Production and business activities in the country are facing difficulties, especially in the agricultural sector due to the impact of Storm No. 3.

Therefore, the Prime Minister requested to focus on developing the domestic market; reviewing and prioritizing solutions to remove obstacles in public investment disbursement, credit packages, and policies to attract social resources to participate in programs and tasks related to stimulating consumption demand.

Notably, the Minister of Industry and Trade was assigned to continue directing the synchronous and effective implementation of solutions to regulate supply and demand, stabilize the market, and promote consumption to boost the domestic market, linking production with distribution and consumption of goods.

Strengthen the state management of domestic trade, effectively implement measures to inspect and control the market; support enterprises in handling issues related to trade defense investigations, origin fraud, anti-smuggling, trade fraud, and counterfeit goods.

Especially, the Prime Minister assigned the Ministry of Industry and Trade to research and build a mechanism to tightly control imported goods through e-commerce, which is currently putting great pressure on domestically produced goods and affecting the consumption of products of domestic enterprises.

The Minister of Finance shall coordinate with the Minister of Industry and Trade to research solutions to tightly control imported goods through e-commerce in line with Vietnam’s international commitments.

Along with that, the Governor of the State Bank shall continue to direct credit institutions to research and develop credit products and banking services for the consumption sector, serving people’s lives.

The Minister of Construction shall direct the research and development of mechanisms and policies to promote the consumption of domestically produced construction materials.
