As of November 27, the People’s Committee of Bac Ninh province has issued administrative fines for 52 facilities in the Man Xa traditional craft village cluster (Van Mon commune, Yen Phong district) for violations related to the environment, fire prevention and control, and rescue, planning, and construction. The total value of these fines is nearly VND 25 billion.
So far, 80 households have voluntarily dismantled their burning and metal recycling furnaces, and basically, the production establishments in Van Mon commune have ceased operations.
The Man Xa traditional craft village cluster has 94 establishments, businesses, and households engaged in metal production, casting, and recycling. This village is known for its severe environmental pollution. To comprehensively address this issue, Bac Ninh established an inter-sectoral inspection team at the provincial level, and Yen Phong district also formed a similar team.
Since November 8, the inter-sectoral inspection team of Bac Ninh province has inspected and worked with the infrastructure investors of the Man Xa traditional craft village cluster and the establishments and enterprises operating there. Up to now, the team has inspected all 94 production establishments in the cluster, made inspection records and minutes of meetings, and detected 776 violations of laws related to the environment, fire prevention and control, rescue, planning, and construction.
The inspection teams are actively carrying out the directions of the Chairman of the People’s Committee of Bac Ninh province, ensuring that by December 31, 2024, the production, casting, and metal recycling establishments in residential areas that violate environmental, fire prevention and control, and electrical safety regulations must cease operations.
Yen Phong district aims to have all furnaces and tools for aluminum casting and scrap processing in residential areas dismantled by December 10 and simultaneously cut off all three-phase power in the cluster and the production establishments within it.
The People’s Committee of Bac Ninh province has requested Yen Phong district to closely monitor the activities of the Man Xa traditional craft village and cluster in line with the province’s directives. They must also strictly and decisively implement the administrative fines decided and issued by the Chairmen of the People’s Committees of the province and Yen Phong district.
Currently, the production household owners in Van Mon commune agree with the direction of handling environmental pollution. The households have committed to self-dismantling and remedying their violations and are proceeding dismantling the violating structures. This voluntary dismantling by the establishments and households in the cluster demonstrates the political resolve of the authorities and the consensus of the people in addressing the environmental pollution in the traditional craft village.
Previously, during his inspection of the progress of handling environmental violations, Mr. Vuong Quoc Tuan, Chairman of the People’s Committee of Bac Ninh province, affirmed that Bac Ninh would not compromise with intentional environmental pollution and would not let the actions of a small number of people affect the overall development. The province is ready to accompany and support enterprises and production households in traditional craft villages and industrial clusters that wish to switch to new occupations and production models.
