Thief Cuts Underground Cable on the Cam Lâm – Vĩnh Hảo Expressway, Causing a Total Loss of VND 450 Million

On November 29, the Cam Lâm – Vĩnh Hảo Expressway Joint Stock Company sent a report to the Ministry of Transport, Project Management Unit 85, Thuận Bắc District Police (Ninh Thuận Province), and related units about the theft of lighting cables on the expressway.

According to the investor of the above expressway project, the expressway management unit is coordinating with Thuận Bắc District Police to track down suspected objects related to the theft, this information has just been published in the Dân trí newspaper.

Specifically, Kinh tế đô thị quoted the content of the dispatch as saying: At 20:47 on November 22, the unit discovered a power outage at the Du Long Interchange (Bridge 7 – Lợi Hải 1 Bridge – Km68+574).

By 4 am on November 23, upon further inspection, the unit found that the 4×25 copper underground wire of the road lamp from Km68+200 – Km70+560 on the main line and at N5, N3 Bridge 7 had been stolen.

The total length of the stolen underground road lamp wire is 1,282 m, with a total value of about VND 450 million.

At the scene, it was noticed that the perpetrator was very professional and knew exactly where to cut the wire. After digging up the lamppost, they carefully reinstalled it to cover their tracks. The theft likely involved multiple individuals who had previously participated in wire installation work at the site.

In the document sent to the functional sectors, Mr. Nguyễn Thanh Phong, Deputy Director of the Cam Lâm – Vĩnh Hảo Project Management Board, said that the stolen property was of significant value and belonged to a key national project. Therefore, the investor and the management unit have extracted camera footage to coordinate with local authorities in investigating and verifying the incident.

Previously, similar cable theft incidents had occurred on the Vân Đồn – Móng Cái, Liên Khương – Đà Lạt, and Phan Thiết – Dầu Giây expressways.

Strengthening Road Patrols and Tightening Management After Underground Cable Theft

Following this incident, in a conversation with Lao Động newspaper this morning, Mr. Đặng Tiến Thắng, Deputy Director of the Cam Lâm – Vĩnh Hảo Expressway Joint Stock Company, said that the company has strengthened road patrols and inspections, combined with regular security camera monitoring in the expressway management area.

Mr. Đặng Tiến Thắng further informed that the area of the expressway where the underground road lamp wire was stolen is currently managed by Construction Investment Corporation No. 194. As for the road managed by the Deo Ca Group, it is still under the control of the management and operation force and road patrol…

“Such cases rarely happen. However, after the recent incidents, we will strengthen road patrols, inspections, and regular security camera monitoring,” said Mr. Đặng Tiến Thắng.

The Cam Lâm – Vĩnh Hảo Expressway Project is one of three component projects of the North-South Expressway Project in the East Phase 2017-2020, invested in the form of PPP by the Deo Ca Group – 194 Company joint venture.

The project is 78.5km long with a total investment of VND 8,925 billion, passing through three provinces: Khánh Hòa, Ninh Thuận, and Bình Thuận, with a scale of four lanes.
