To gain trust, Ly provided a photocopied land use right certificate in his name and told Mr. N. that the original was pledged at a bank. Ly requested that Mr. N. pay the full amount of VND 250 million in advance to settle the bank debt and retrieve the original certificate for the land transfer procedure.
Believing Ly’s words, Mr. N. handed over the entire sum of VND 250 million. After receiving the money, Ly settled his debts and spent it on personal expenses. Mr. N. could not reach Ly multiple times, so he reported the incident to the police.
