This morning (December 9th), the Ho Chi Minh City People’s Council convened its 12th meeting of the 10th term, for the 2021-2026 tenure.
Reporting on the socio-economic situation at the meeting, Vice Chairman of Ho Chi Minh City People’s Committee Duong Ngoc Hai stated that the economy in 2024 achieved positive results.
Specifically, the growth rate reached 7.17% (target of 7.5%), despite the city facing more challenges than opportunities; state budget revenue exceeded VND 502 trillion; and all indicators of industrial production, tourism, and retail showed strong growth.

However, Mr. Hai also noted that public investment disbursement has not met expectations, and the resolution of bottlenecks and difficulties has been slow, affecting the city’s targets.
Based on the achievements of 2024, the People’s Committee of Ho Chi Minh City has set the goal for 2025 to achieve a growth rate of over 10%, with public investment disbursement exceeding 95%; and a 25% contribution from the digital economy…
The city’s theme for 2025 is “Focusing on organizing a streamlined, strong, efficient, effective, and capable apparatus; promoting digital transformation; implementing Resolution 98 of the National Assembly; and fundamentally resolving the city’s bottlenecks and problems.”
Accelerating the streamlining of the apparatus
Earlier, in her opening speech at the meeting, Chairwoman of the Ho Chi Minh City People’s Council, Nguyen Thi Le, informed that the meeting would listen to reports and proposals from the People’s Committee.
The delegates of the People’s Council will focus on objectively assessing the socio-economic and cultural situation, national defense, and security in 2024; directions and tasks for 2025; the settlement of the city’s budget in 2023, the estimated budget revenue and expenditure in 2024, and the budget proposal for 2025; and adjustments and supplements to the medium-term public investment plan for the period of 2021-2025 and the public investment plan for 2025…
To achieve the targets for the next year, Ms. Le stated that the city needs to continue restructuring key sectors, improving productivity, quality, and efficiency. It should expedite the progress of important infrastructure projects and promote green and digital transformation…

In parallel, it should accelerate the streamlining of the apparatus to ensure efficiency and effectiveness; persist in the fight against corruption, wastefulness, and negativity; and focus on resolving fundamental issues. It is also crucial to strengthen national defense and security and enhance the effectiveness of foreign affairs and international integration.
The leader of the People’s Council also stated that there are predictions of difficulties and challenges for socio-economic development in 2025. Therefore, Ms. Le requested that the delegates of the People’s Council carefully study and consider the reports and proposals of the People’s Committee, as well as the verification reports… to engage in in-depth discussions and analyses of the context and characteristics of 2025, identify the achievements, and recognize the objective and subjective causes of challenges and difficulties.
From there, propose policies and key indicators and suggest solutions to contribute to a comprehensive breakthrough in socio-economic development, political stability, social order and safety, and improved living standards of the people in the city. These efforts will also mark the 50th anniversary of the liberation of the South and the reunification of the country and usher in a “New Era of Development – An Era of Vietnam’s Rise.”
