On December 17th, the People’s Committee of Ba Ria-Vung Tau province announced their decision to approve the investment proposal for the ‘Urban Area on 3rd of February Street’ project in Wards 10 and 11 of Vung Tau city.
The project aims to develop a commercial and tourism-oriented urban area, integrated with eco-friendly and natural spaces, reflecting the vision of a smart and modern city. It will adhere to the detailed planning approved by the Vung Tau City People’s Committee and align with the province’s development orientation.
The project will select investors through an auction for land use rights. As per the approved decision, the project covers an area of 960,878 square meters (excluding 5,515 square meters of land yet to be cleared) and has a 1/500 plan approved by the Vung Tau City People’s Committee.

Of the total area, over 408,703 square meters are allocated for residential and infrastructure purposes, more than 356,414 square meters for tourism services, and over 195,759 square meters for green spaces and transportation. The project is designed for a population of approximately 13,000 people and a serving capacity of around 11,000 (including tourists and staff).
The total investment capital for the construction of the project is over VND 34,994 billion, excluding the value of land use rights, which is being calculated according to land laws.
The project is granted a 50-year operation period from the date of land handover by the Ba Ria-Vung Tau provincial People’s Committee. Additionally, the decision sets a timeline of 96 months (8 years) for achieving the project’s objectives, starting from the date of actual land handover, and divides the development into two phases for specific milestones.
Upon completion, the project will feature a range of modern and fully-equipped residential options, including terraced houses, detached and semi-detached villas, apartments, and social housing. It will also offer state-of-the-art commercial and coastal service facilities, combining luxury tourism, resort, and entertainment services to cater to the diverse needs of visitors to the area.
