Embracing Green Energy for Economic Development
Quang Tri Province is envisioned as a hub for clean energy in Central Vietnam, a unique historical and cultural destination, and aims to have at least one UNESCO World Heritage nomination.
The planning scope covers a natural area of 4,701 km2 on the mainland and Con Co Island, encompassing 10 districts, towns, and cities. The plan aims to rationally and efficiently exploit natural resources, foster innovation, and implement digital transformation with three main pillars: digital economy, digital society, and digital government.
However, the halt or delay in implementing several large-scale energy projects has made it challenging for Quang Tri to achieve its set goals.
According to the latest data from the Provincial Industry and Trade Department, as of early December 2024, the total commercial electricity output of projects in Quang Tri only reached over 1,100 MW, falling short of the target of 3,000 MW by 2025 and 9,000-10,000 MW by 2030. The delay or cancellation of some large-scale investments in the electricity sector has made it difficult to attain the province’s objectives.
During his visit to Quang Tri in mid-October 2024, General Secretary To Lam emphasized the province’s abundant potential and advantages, especially in clean and green energy, with ample room for renewable energy development. To boost socio-economic development in Quang Tri, General Secretary To Lam requested the Party Committee of the Government to instruct the Government, ministries, and sectors to support Quang Tri in addressing bottlenecks and difficulties. This includes studying the addition of wind, solar, and offshore wind power projects, as well as LNG-fired power plants and the reception of electricity from Laos.
Aiming for Green Growth
The overall goal by 2030 is for Quang Tri to attain a level of development that ranks it among the fairly developed provinces in Vietnam, with a primarily industrial-service-based economy. It aspires to be one of the key economic centers in North-Central Vietnam and the Central Coast, a logistics hub for Southeast Asia and transport corridors within ASEAN and the Greater Mekong Subregion (GMS).
By 2050, the vision is for Quang Tri to become a province with a robust economy, mainly driven by industry and services, and a driving force for regional development, with guaranteed national defense and security and a happy life for its people.
To materialize this vision, in 2024, Quang Tri implemented several proactive solutions to seek resources and boost the local economy through transformation. Among these, green energy industry stands out as the most prudent choice for sustainable economic development.
Specifically, in July 2024, SK E&S, Quang Tri Province, and T&T Group signed a Memorandum of Understanding on investment, trade, energy transition, and green growth within the framework of the Vietnam-Korea Business Forum.
The parties agreed to collaborate on transitioning the Quang Tri thermal power project from coal to LNG, a more environmentally friendly fuel, and developing low-carbon emission projects, including green hydrogen production. The agreement also covers cooperation on carbon credit projects, the establishment of a central LNG hub, and investment promotion in other sustainable and potential areas.
At the Vietnam-Korea Business Forum, SK Group and the People’s Committee of Quang Tri Province also signed an MoU on energy solutions. Additionally, various ministries, localities, and enterprises from both countries exchanged cooperation agreements with Korean conglomerates in fields like investment, trade, energy transition, biotechnology, industrial park construction, semiconductors, pharmaceuticals, aviation, logistics, information technology, and mechanics.
At the Forum, Korean and Vietnamese enterprises emphasized the need to boost economic, trade, and investment cooperation, especially for large-scale projects in key sectors. They agreed to work closely together, leveraging their potential and advantages, to strengthen global supply and production chains.
The provincial planning for the period of 2021-2030, with a vision towards 2050, identifies key tasks, including becoming a hub for clean energy in Central Vietnam by 2030, developing tourism as a spearhead industry, and building a high-quality and efficient logistics infrastructure to enhance the competitiveness of local businesses.
