The Ministry of Transport (MoT) has issued Circular 47, which will take effect on January 1, 2025, and includes regulations on the procedure and process for motorcycle and scooter emission testing.
According to Circular 47, owners of motorcycles and scooters that are less than five years old from the year of manufacture are exempt from submitting emission test applications and taking their vehicles to inspection centers for emission testing.
On the other hand, owners of motorcycles and scooters that are more than five years old from the year of manufacture are required to take their vehicles to authorized inspection centers for emission testing.
At the inspection center, owners must present one of the following documents: the original vehicle registration certificate; a certified copy or electronically certified copy of the vehicle registration certificate; or the original appointment slip for vehicle registration. The inspection center will then accept the emission test application and proceed with the testing.
The inspection center will verify the information of the motorcycle or scooter on the inspection management software and cross-reference it with the vehicle registration certificate. If the information does not match, the emission test will be rejected. If the vehicle passes the verification, the inspection center will create a control sheet and proceed with the emission test.
Upon passing the emission test, motorcycles and scooters will be granted an electronic emission test certificate, which will be integrated with the vehicle owner’s electronic identity account.
The Vietnam Register, an agency under the MoT, will be responsible for issuing the emission test certificates for vehicles that fall under this category. The certificates will be generated on the inspection management software based on the results of the technical safety and environmental protection certification of motorcycles and scooters during manufacturing, assembly, and importation, along with data retrieved from the database of the Ministry of Public Security on vehicle registration and management.
As per Circular 47, the emission test cycle for motorcycles and scooters that are less than five years old from the year of manufacture is 60 months from the date of vehicle production. For vehicles that are between five and twelve years old, the emission test cycle is 24 months, and for those that are over twelve years old, the cycle is 12 months.
Circular 47 will come into force on January 1, 2025. However, according to a representative from the Vehicle Inspection Division of the Vietnam Register, this date does not mark the beginning of emission testing for motorcycles and scooters at inspection centers.
