According to Document No. 9600/VPCP-CN dated December 26, 2024, from the Government Office regarding adjustments to the National Power Development Plan for the period 2021-2030, with a vision towards 2050 (Power Plan 8), the Prime Minister has directed the Ministry of Industry and Trade to urgently complete and submit the plan for approval by the Prime Minister before February 28, 2025.

PROPOSAL TO SHORTEN SOME PROCEDURES COMPARED TO REGULATIONS

To ensure timely implementation, the Ministry of Industry and Trade has reported to the Prime Minister the expected milestones to be completed.

Accordingly, to ensure timely progress, the Ministry of Industry and Trade proposes the following milestones:

Before January 3, 2025: The Prime Minister approves the task of establishing adjustments to Power Plan 8, assigns the consulting unit for developing adjustments to Power Plan 8 and the Strategic Environmental Assessment Report of the project, and authorizes the Ministry of Industry and Trade to approve the project’s cost estimate.

Before January 5, 2025: Localities, corporations, and related agencies must provide information and data to the Ministry of Industry and Trade to serve the calculation of power development options.

Before February 5, 2025: The Ministry of Industry and Trade/consulting unit must complete the first draft of the project to adjust Power Plan 8, organize workshops, and gather opinions from ministries and sectors.

Before February 10, 2025: Adjust the project to modify Power Plan 8 based on the comments from ministries, sectors, and localities, and submit it to the Prime Minister for the first time.

The Ministry of Industry and Trade also proposes to the Government the following issues: Approve the direct appointment of the Energy Institute of the Ministry of Industry and Trade as the consulting unit for developing the project to adjust Power Plan 8 and the Strategic Environmental Assessment Report of the project (this unit also implemented Power Plan 8); Approve the implementation of some procedures that are shorter than the regulations.

The Ministry also proposes that the Prime Minister direct the Government Office to prioritize handling tasks and procedures related to the adjustment of Power Plan 8 to ensure progress, and direct ministries, sectors, localities, and related agencies to actively coordinate with the Ministry of Industry and Trade to promptly provide opinions and timely information as requested, serving the calculation of power development options.

Earlier, on December 28, 2024, the Ministry of Industry and Trade held a meeting to assign tasks to units to implement the Prime Minister’s directions in Document No. 9600/VPCP-CN dated December 26, 2024, on submitting adjustments to Power Plan 8. The Ministry also issued documents reporting on the selection of a consulting unit for developing adjustments to Power Plan 8 and the Strategic Environmental Assessment Report of the project, and sent documents to localities and related agencies requesting the provision of information to serve the development of the project to adjust Power Plan 8.

At the meeting on the implementation of the Prime Minister’s Directive No. 9600/VPCP-CN dated December 26, 2024, on submitting adjustments to Power Plan 8, Minister of Industry and Trade Nguyen Hong Dien assigned the Department of Electricity and Renewable Energy and the Electricity Regulatory Department to coordinate with the Energy Institute and the Institute for Trade Policy and Strategy Research to implement the task of developing the project to adjust Power Plan 8. At the same time, he entrusted Deputy Ministers Nguyen Hoang Long and Truong Thanh Hoai with the responsibility of directing and urging localities to promptly update and supplement new data from the announcement of Power Plan 8 up to now, and coordinating with the Ministry of Industry and Trade in implementing related tasks.

LOCAL BUSINESSES PROVIDE DATA AS A BASIS FOR ADJUSTMENTS

To have a basis for adjusting Power Plan 8, the Ministry of Industry and Trade sent an official letter on December 28, 2024, to the People’s Committees of provinces and centrally-run cities; Vietnam Electricity National Load Dispatch Center and Electricity and National Power Market Company; and corporations such as Vietnam Electricity (EVN), Vietnam Oil and Gas Group, and Vietnam National Coal-Mineral Industries Group, requesting the provision of information and data to serve the calculation of power development proposals, ensuring sufficient electricity supply for the country’s new development needs.

Early adjustment of Power Plan V8 is necessary to ensure socio-economic growth.

For Vietnam Electricity (EVN), the Ministry of Industry and Trade requested information on: Electricity consumption status in 2021-2024, broken down by province/city and by five economic components; Development status of power sources by type of power source nationwide and in each region from 2021 to 2024; Development status of the national power transmission grid and in each region from 2021 to 2024; List of power source projects currently under investment or proposed for investment by EVN; Status and forecast of primary energy supply for power generation (coal, gas, LNG, etc.) until 2030 and beyond; Plan for electricity import and export until 2030 and beyond (EVN6 form); Forecast of national and regional power loads until 2030 and beyond (EVN7 form).

For the Vietnam Oil and Gas Group (PVN), the Ministry requested: List of power source projects currently under investment or proposed for investment by PVN; Status of primary energy supply for power generation; Domestic gas exploitation planning and forecast of primary energy supply capacity for power generation until 2050; Forecast of domestic gas prices, LNG prices, and hydrogen/ammonia prices until 2050.

For the National Power Transmission Corporation, the Ministry requested: Official statistics reports of EVNNPT for 2021, 2022, 2023, and 2024; Report on the operation of the power transmission grid in 2024; Information on the current status and plan for reactive power compensation on the power transmission grid; Status of agreement signing for grid connection of sources and grids of units outside EVN to the grid under their management (NPT1 form); List of power transmission grid projects currently under construction; Capital disbursement status for power transmission grid projects in 2021, 2022, 2023, estimated for 2024, and planned for 2025.

The Vietnam Electricity National Load Dispatch Center and Electricity and National Power Market Company were requested to provide information on: Development status of power sources by type of power source nationwide and in each region from 2021 to 2024; Single-line diagram of the national 110-220-500 kV power grid up to 2024, status of power transmission grid operation, statistics on grid overload, accidents, high and low voltage, short-circuit current, reliability, bottleneck locations, etc.; Cut-off capacity of renewable energy sources from 2019 to 2024; Actual and available capacity by hour from the commercial operation date (COD) of some wind and solar power plants in the Northern, North-Central, Central, Central Highlands, South-Central, and Southern regions; Assumptions about the simultaneity coefficient for renewable energy sources in calculations to solve power transmission capacity by province, region, and nationwide; Forecast of national and regional power loads until 2030 and beyond (NSMO2 form); Power grid operation and power supply plan for 2025-2030.

For the People’s Committees of provinces and cities, the Ministry requested three types of information.

First, socio-economic information and data, including: Socio-economic development planning of the province/city, with a vision towards 2050; Urban development planning of the province/city, with a vision towards 2050; Report on the implementation of the socio-economic development plan in 2024, expected socio-economic development plan for 2025, and the period of 2026-2030; Land use planning/plan of the province/city until 2030 and 2035 (including explanation and drawings – in soft copy).

Second, information and data related to the power system, including: List of existing power sources and power source projects approved in Power Plan 8/Plan for the implementation of Power Plan 8 in the province/city; List of potential power source projects not included in Power Plan 8/Plan for the implementation of Power Plan 8 in the province/city; Total capacity of rooftop solar power sources and total registered capacity for the development of rooftop solar power sources in the province/city; List of projects with large electricity consumption needs (20 MW or more) in the future (T03 form); Theoretical and technical potential of primary energy in the province/city.

Third, environmental information and data, including: Report on the environmental status of the province/city from 2020 to 2024 or report on the environmental status of the province/city for the period of 2020-2024; Forest protection and development planning of the province/city; Water resource planning of the province/city; Industrial development planning of the province/city; Solid waste management planning of the province/city; Environmental protection planning/strategy of the province/city.
