Lunar New Year is a time when road accidents are likely to increase due to alcohol-related violations. Hanoi City has persistently promoted the rule “Drink and Drive – Don’t Drive” and discouraged the use of mobile phones while driving. The authorities have also strictly handled individuals who intentionally violate these rules.

Notably, the Government’s Decree No. 168/2024/ND-CP took effect on January 1, 2025, imposing higher fines on drivers of automobiles and motorcycles who violate alcohol concentration levels.

Article 6 of Decree 168/2024/ND-CP stipulates the latest fines for alcohol concentration violations involving motorcycles and automobiles, which citizens should pay attention to.

Latest fines for alcohol concentration violations involving automobiles

A fine of VND 18-20 million (previously VND 16-18 million) shall be imposed on drivers of automobiles, four-wheeled passenger cars with engines, four-wheeled cargo vehicles with engines, and vehicles similar to automobiles who drive on the road with an alcohol concentration in the blood or breath exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams/liter of breath.

Fines for alcohol concentration violations involving motorcycles

A fine of VND 6-8 million (previously VND 4-5 million) shall be imposed on drivers of motorcycles, motorbikes, vehicles similar to motorcycles, and vehicles similar to motorbikes who drive on the road with an alcohol concentration in the blood or breath exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams/liter of breath.

A fine of VND 8-10 million (previously VND 6-8 million) shall be imposed on drivers of motorcycles, motorbikes, vehicles similar to motorcycles, and vehicles similar to motorbikes who drive on the road with an alcohol concentration in the blood or breath exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/liter of breath.

Drivers of motorcycles, motorbikes, vehicles similar to motorcycles, and vehicles similar to motorbikes who do not comply with the request to check alcohol concentration by the competent authorities shall be fined VND 8-10 million (previously VND 6-8 million).

Fines for alcohol concentration violations involving bicycles

According to Clause 4, Article 9 of Decree 168/2024/ND-CP, a fine of VND 100,000 to VND 200,000 shall be imposed on individuals driving bicycles, including electric bicycles and bicycle-like machines, who drive on the road with an alcohol concentration in the blood or breath but not exceeding 50 milligrams/100 milliliters of blood or not exceeding 0.25 milligrams/liter of breath.

A fine of VND 300,000 to VND 400,000 shall be imposed on individuals driving bicycles, including electric bicycles and bicycle-like machines, who drive on the road with an alcohol concentration in the blood or breath exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or not exceeding 0.25 milligrams/liter of breath.

A fine of VND 400,000 to VND 600,000 shall be imposed on individuals driving bicycles, including electric bicycles and bicycle-like machines, who drive on the road with an alcohol concentration in the blood or breath exceeding 80 milligrams/100 milliliters of blood or exceeding 0.4 milligrams/liter of breath.

Additionally, according to Decree 168/2024/ND-CP, all individuals controlling vehicles with alcohol concentration violations from 2025 onwards will be subject to both fines according to the level of alcohol concentration and the measure of deducting driving license points, as follows:

For alcohol concentration not exceeding 50 milligrams/100 milliliters of blood or not exceeding 0.25 milligrams/liter of breath: A deduction of 4 driving license points shall be applied.

For alcohol concentration exceeding 50 milligrams to 80 milligrams/100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams/liter of breath: A deduction of 10 driving license points shall be applied.

Latest fines for non-compliance with alcohol concentration testing in 2025

In addition to the fines for alcohol concentration violations according to Decree 168/2024, individuals who do not comply with the request to check alcohol concentration by the competent authorities will also be subject to penalties.

Specifically:

For automobiles: A fine of VND 30,000,000 to VND 40,000,000 and revocation of the driving license for 22 to 24 months shall be imposed.

For motorcycles: A fine of VND 8,000,000 to VND 10,000,000 and revocation of the driving license for 22 to 24 months shall be imposed.

For motorcycle-specialized vehicles: A fine of VND 18,000,000 to VND 20,000,000 shall be imposed.

For bicycles, bicycle-like vehicles, and non-motorized vehicles: A fine of VND 400,000 to VND 600,000 shall be imposed.

On January 28 (the 29th day of the twelfth lunar month), the Traffic Police Department reported that during the four-day Lunar New Year holiday, there were 202 traffic accidents nationwide, resulting in 95 deaths and 162 injuries.

On January 28 alone, there were 50 traffic accidents, resulting in 17 deaths and 48 injuries, all occurring on the road. Compared to the same period last year, there was a decrease of 35 accidents, 23 deaths, and 29 injuries.

The most common violation was alcohol concentration, with 1,896 cases handled, followed by speeding with 1,617 cases, overloading with 5 cases, oversized vehicles with 8 cases, overloading with 43 cases, and drug-related violations with 9 cases.
