Striving to Ensure the Progress of the Long Thanh International Airport Project.

The announcement states: “The implementation of the Project has seen positive changes over the past time; however, there are still many shortcomings, limitations, and difficulties. To ensure the successful implementation of the Project according to the set timeline, the Prime Minister requests that all relevant ministries, sectors, and agencies, especially the Ministry of Transport, the Ministry of Agriculture and Rural Development, and the State Capital Management Committee, strictly adhere to the conclusions and directives of the Government’s leaders. They should also learn from their failures to fully implement the given directions and promptly report any challenges or obstacles to facilitate timely resolution.”

Regarding the timeline, the Prime Minister emphasizes: “The conclusion of the Conference of the Central Executive Committee and the directives of the Prime Minister have set the goal of substantially completing the Project by 2025. Therefore, all ministries, sectors, investors, contractors, consulting units, and related agencies must urgently review and expedite construction with a sense of responsibility. We must complete this project within the stipulated timeframe with a ‘get-it-done’ attitude, working in shifts, and efficiently managing our time and resources.”

For Component Project 1, the Prime Minister instructs the Ministry of Agriculture and Rural Development to further accelerate the implementation of the Animal and Plant Quarantine Station Project to make up for lost time. Investors are also urged to promptly initiate the construction of government agency headquarters and complete them by December 31, 2025, as committed.

Regarding Component Project 2, the Vietnam Air Traffic Management Corporation (VATM) is directed to execute construction items in synchronization with other components of the Project and complete them by December 31, 2025.

For Component Project 3, the Vietnam Airports Corporation (ACV) is urged to promptly finalize the selection of the remaining three packages and simultaneously commence the implementation of all items and packages. They should also review and adjust the construction methods, engage additional contractors and subcontractors to increase the pace of implementation, and if necessary, consider mobilizing units from the Public Security and Military forces to participate in the construction. Enhanced monitoring and supervision are imperative to ensure safety, quality, and timely completion.

Regarding Package 5.10 (passenger terminal), ACV is instructed to address the challenges related to equipment procurement from abroad and expedite the construction process. ACV should direct contractors to increase their workforce and shifts to accelerate the completion of this critical component. Immediately after the Lunar New Year, the Chairman of the Board of Directors of ACV, along with the main contractor, will travel abroad to meet with equipment suppliers, negotiate, and expedite the delivery of equipment to meet the goal of substantially completing the Project by 2025.

ACV and the contractors are advised to proactively engage with the Chairman of the People’s Committee of Dong Nai Province regarding the direct supply of stone, sand, and gravel mines to the contractors and investors of the Project, as stipulated in the amended Mineral Law and in line with the Government’s and Prime Minister’s directives. If the People’s Committee of Dong Nai Province fails to cooperate, the investors and contractors should report directly to the Prime Minister.

For Component Project 4, the Ministry of Transport is held accountable to the Government and the Prime Minister for ensuring the Project’s completion by the committed deadline of December 31, 2025.

Concerning the second runway, the Ministry of Planning and Investment is responsible for promptly finalizing the necessary procedures and presenting the decision to Deputy Prime Minister Tran Hong Ha to assign ACV as the investor. ACV is advised to explore the option of designated bidding (with a price reduction compared to the package price) to initiate the construction of the second runway and complete the required procedures by February 15, 2025.

Regarding the connecting roads, the Ministry of Transport is requested to coordinate with relevant units to promptly act on the conclusions of the Government’s leaders and report any challenges or obstacles to the Prime Minister in a timely manner.

For the expansion project of the Ho Chi Minh City-Long Thanh Expressway, the Ministers of Transport, Planning and Investment, and Finance are urged to reach an agreement and report to the Prime Minister regarding the allocation of central budget resources for the Project’s implementation (including central budget reserves, increased revenue, and savings). The Ministry of Transport should explore optimal solutions to shorten the implementation time, including considering the option of efficient and transparent designated bidding to prevent corruption, negativity, and vested interests.

On construction materials, the People’s Committee of Dong Nai Province is requested to review the mines that have been licensed and, in case of any violations, immediately revoke the licenses in accordance with regulations. They should also facilitate the exploitation of mines to provide construction materials for the Long Thanh International Airport Project and related connecting transport projects, as stipulated in the Law on Minerals, the National Assembly’s resolutions, and the Government’s directives.

The Ministry of Natural Resources and Environment is expected to promptly guide the People’s Committee of Dong Nai Province in exploiting common construction minerals in accordance with current legal regulations, especially in granting mines, including direct stone mines, to contractors by February 20, 2025, at the latest.

The Ministry of Public Security and the Ministry of National Defense are requested to closely coordinate with ACV and the investors if there is a need to mobilize local forces or sectors to participate in the implementation of the Project’s packages and components.

Deputy Prime Minister Tran Hong Ha is authorized to decide on adjusting the Project and assign ACV to implement the second runway by February 15, 2025. He will also lead a task force to monitor the progress of the Long Thanh International Airport Project Phase 1, address challenges within their authority, and promptly report matters beyond their scope to higher authorities.

The Ministry of Agriculture and Rural Development is requested to conduct a review, identify the causes, and handle the responsibilities of individuals and collectives regarding the slow allocation of capital for the implementation of the Animal and Plant Quarantine Station, which is part of Component Project 1. The Ministry of Transport is also instructed to continue investigating the causes and handling the responsibilities of the Ministry’s leaders for the delayed implementation of Component Project 4, reporting the results to the Prime Minister by February 20, 2025.

The Long Thanh International Airport Project comprises four component projects: Component Project 1 (headquarters of state agencies), Component Project 2 (air traffic control facilities), Component Project 3 (essential infrastructure), and Component Project 4 (ground-handling services).
