Provincial Inspectorate of Lam Dong Requests Documents for Inter-sectoral Inspection
The Lam Dong Provincial Inspectorate has recently issued a document requesting related departments to urgently provide documents and records for an inter-sectoral inspection team to carry out the inspection plan according to Decision No. 1505/KH-TTCP of the Government Inspectorate, related to coastal projects within the province’s jurisdiction.
Specifically, the Department of Finance is required to report on the entire process of state management after the project is approved for investment, including content on appraisal, approval, organization of bidding, contract signing, settlement, and any difficulties and obstacles affecting project progress.
The Department of Agriculture and Environment must provide all legal documents related to land allocation, land lease, change of land use purpose, and land use right certificates, along with site boundary and landmark identification minutes, clearly demonstrating compliance with approved planning.
La Gi New Residential, Commercial, and Service Area Reclamation Project
The Department of Construction is responsible for providing industry management records, including detailed planning decisions, subdivision planning, and directives on investment and construction progress. If there are any transactions related to the project up to July 1, 2025, both revenue and expenses of the involved parties should be supplemented.
Lam Dong Tax Department must provide detailed information on the land-related financial obligations of the investors in each project, clearly indicating the land use fees, land rent, and land use right transfer tax that have been paid and those that remain unpaid, along with specific reasons for any unfulfilled obligations.
The Provincial Inspectorate requests that the report be accompanied by directives from central, provincial, and industry authorities, clarifying difficulties, obstacles, causes, competent authorities for handling, and proposed solutions at each time point.
The five projects subject to inspection are: Hon Rom Golf Course by S.I Development Co., Ltd.; La Gi New Residential, Commercial, and Service Area Reclamation Project by Vi Nam Construction, Commercial, and Service Co., Ltd.; Sentosa Villa project by Saigon Investment Joint Stock Company; Goldsand Hill Villa project by Loc Tu Limited Liability Company; and Mui Ne Resort project by Lam Vien Commercial and Service Joint Stock Company.
All these projects are located in the old Phan Thiet City and old La Gi Town, in the coastal area of Lam Dong province.
The inspection aims to examine the implementation of laws in investment management, land use, financial obligations, and progress of coastal projects with signs of slow implementation, low efficiency, and potential for loss and waste. Through this inspection, the team will identify the causes, responsibilities of organizations and individuals, and propose handling directions as prescribed.
The inspection will last for 30 days, starting from the date of announcement of the decision. The inspection period covers the time from the project implementation stage until July 1, 2025; if necessary, the time before or after this milestone may be considered for extension.
