The Ho Chi Minh City People’s Committee Office has issued a notification regarding the conclusions of Vice Chairman of the Municipal People’s Committee Bui Minh Thanh at a meeting on the application of land price tables after the merger and the development of the first land price table under the 2024 Land Law and revenue from land use fees in the city.

Accordingly, the leaders of the Ho Chi Minh City People’s Committee agreed to continue applying the regulations on land price tables in Decision No. 79/2024 in the old Ho Chi Minh City, Decision No. 63/2024 in the old Binh Duong province, and Decision No. 26/2024 in the old Ba Ria-Vung Tau province until these decisions are annulled, replaced, or there are other directives from authorized agencies.
The Vice Chairman of the Ho Chi Minh City People’s Committee assigned the Department of Agriculture and Environment to finalize the draft directive on the implementation of land price tables; coordinate with the Department of Justice to ensure the correctness and legality of the directive and submit it to the Ho Chi Minh City People’s Committee for approval.
Regarding the preparation for the development of the first land price table under the 2024 Land Law, the Department of Agriculture and Environment will take the lead, in collaboration with the Department of Justice and the Department of Finance, to research and propose implementation plans for the new land price table, effective from January 1, 2026.
This proposal should include a clear analysis of the legal basis and advantages and disadvantages of each option, ensuring compliance with regulations related to authority, procedures, content development, evaluation methods, information gathering, and other relevant issues.
The Department of Agriculture and the Environment must submit their proposal to the Ho Chi Minh City People’s Committee for consideration before August 5th, 2025.
Concurrently, the Department of Agriculture and the Environment will direct and communicate to the Land Registration Offices in Ho Chi Minh City, emphasizing that the development of the land price table is a key task for the remainder of 2025.
These offices must devise detailed plans, mobilize adequate human resources, and assign clear and consistent tasks to their professional staff to ensure the progress and quality of this work.
Additionally, the Department of Agriculture and the Environment will advise the Ho Chi Minh City People’s Committee to issue directives on tasks related to the functions and duties of 168 People’s Committees at the ward, commune, and special district levels, as well as coordinate with relevant agencies to ensure unified and synchronized direction and administration in the process of developing the land price table.
