
Mr. Hoang Tung, Chairman of Thu Duc City People’s Committee – Ho Chi Minh City, shared that in the first two months of 2025, the socio-economic situation of Thu Duc continued to develop steadily.
The total state budget revenue in the area is estimated at VND 4,789 billion, reaching 15.97% of the estimate (VND 30,002 billion) and an increase of 43.09% compared to the same period last year (VND 3,347 billion). The total local budget revenue is estimated at VND 682 billion, achieving 8.92% of the estimate (VND 7,651 billion) and an increase of 8.67% compared to the same period (VND 628 billion). The total local budget expenditure of Thu Duc City is estimated at VND 563 billion, reaching 7.37% of the estimate (VND 7,651 billion) and an increase of 21.01% over the same period (VND 465 billion).
Regarding the disbursement of public investment in 2025 and the medium-term public investment plan for 2026 – 2030, the People’s Committee of Thu Duc City will coordinate with the Department of Finance to advise and propose to Ho Chi Minh City to adjust and supplement the medium-term capital investment plan for 2021 – 2025 and the capital plan for 2025 to match the actual situation.

At the same time, they will accelerate the progress of key projects with good capital absorption capacity, such as the Compensation, Support, and Resettlement project for the Upgrade and Expansion of National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong Province).
To accomplish the 2025 work plan and contribute to Ho Chi Minh City’s growth target, Mr. Hoang Tung, Chairman of the Thu Duc City People’s Committee, has also proposed several solutions.
Specifically, regarding the handling of stagnant and problematic projects, Thu Duc City will take the initiative to address and remove obstacles for these projects. They aim to approve investment policies for over 15 projects in 2025, with a total investment value of more than VND 40,000 billion.
Currently, the People’s Committee of Thu Duc City is in the process of receiving the dossiers of 54 projects with a total investment of more than VND 84,259 billion. This number is expected to increase significantly after the approval of nine subdivision planning schemes in the third quarter of 2025.
According to Mr. Hoang Tung, many units are interested in contributing and sponsoring the construction of public works in Thu Duc City, with a focus on social security aspects such as schools, agency headquarters, and solid waste transfer and treatment stations.
“Therefore, we propose that the leaders of the City People’s Committee consider expediting the implementation of the above-mentioned projects to facilitate their early realization and prevent sponsors from redirecting capital to other units,” said Mr. Hoang Tung.
Additionally, the People’s Committee of Thu Duc City proposed the establishment of a multi-purpose High-Tech Center for training, trade, services, production, etc., at a 50-hectare site belonging to the Saigon Silicon Project in the Ho Chi Minh City High-Tech Park (where the project is being revoked).
Thu Duc’s Prime Location
Thu Duc is a city under Ho Chi Minh City. Before being separated into three districts (District 2, District 9, and Thu Duc District) in 1997, the predecessor of Thu Duc City was the old Thu Duc district.
At the end of 2020, the National Assembly Standing Committee resolved to establish Thu Duc City by merging these three districts. On January 1, 2021, Resolution 1111/NQ-UBTVQH14 officially took effect, making Thu Duc the first city in Vietnam of its kind, directly under the central government.
Thu Duc is located at the eastern gateway of Ho Chi Minh City and plays a crucial role in the Southern Key Economic Region. It serves as a hub for vital transport routes connecting Ho Chi Minh City and the Southeast region, including Vo Nguyen Giap Street – Hanoi Highway, Ho Chi Minh City – Long Thanh – Dau Giay Highway, National Highway 1, National Highway 13, and Pham Van Dong Boulevard – National Highway 1K.
Furthermore, the Ben Thanh – Suoi Tien urban railway line, running along Hanoi Highway within Thu Duc City, has been operational.
Presently, Ho Chi Minh City’s administration is investing in transforming Thu Duc into a highly interactive innovative urban area.
