
The Hanoi High-Tech Park (HHTP) Biology Project is strategically located on the Tay Thang Long route with 10 lanes, opposite the new administrative center of Bac Tu Liem district.

According to our understanding, the HHTP Biology Project was approved by the Prime Minister in 2007, and the Hanoi People’s Committee granted its first Investment Certificate on March 12, 2008.

The project is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue 2 wards of Bac Tu Liem district, with a total land area of approximately 199.03 hectares. Pacific Land Vietnam Company is the investor.

The total investment for the project is expected to exceed $1 billion. Of this, $250 million is allocated for technical infrastructure, service facilities, apartments, and dormitories, while $800 million is for laboratories, centers, research institutes, and universities. However, after 17 years, the HHTP Biology Project remains on paper, causing public frustration.

On August 28, 2024, the Management Board adjusted the project’s timeline. On September 29, 2024, the Prime Minister issued Decision No. 1054/QD-TTg on the establishment of the HHTP Biology Project.

According to the Hanoi People’s Committee, the project’s delay is due to multiple reasons. Specifically, after the adjustment of Hanoi’s administrative boundaries (from August 1, 2008), projects in the city, including the HHTP Biology Project, had to wait for the approval of the Master Plan for the Capital and the Urban Subdivision Planning.

Additionally, during the implementation process, there were some changes and inconsistencies in relevant legal regulations (Investment Law, Land Law, Urban Planning Law, and Construction Law) that impacted the project’s progress.

From 2021 to the present, the city’s leadership has paid special attention to directing, monitoring, and resolving difficulties to accelerate the project’s progress. For example, they have provided guidance on resolving issues related to the Planning Subdivision for Construction of the HHTP Biology Project at a scale of 1/2000, the Proposal for the Establishment of the HHTP Biology Project, land clearance compensation, and timeline adjustments.

Up to now, the project has overcome most of the legal and procedural obstacles and is ready to move forward in the coming time.

At a recent meeting on the project’s progress, Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, noted that this project has been delayed for a long time. Therefore, addressing the obstacles and accelerating its progress is an urgent requirement.

Chairman Tran Sy Thanh requested that the relevant departments and the People’s Committee of Bac Tu Liem district focus on directing and striving to approve the Planning Subdivision for Construction of the HHTP Biology Project at a scale of 1/2000 in March 2025, complete land clearance by August 2025 at the latest, and start construction before September 2, 2025.

As of March 8, the project’s construction items have not yet commenced, as observed by our reporters.


Currently, the hundreds of hectares of land designated for the project are still being used for agricultural activities by the residents of Bac Tu Liem district.
