The Department of Agriculture and Environment has sent a document to the People’s Committee of Ho Chi Minh City proposing to continue maintaining the Task Force for resolving issues related to land-use rights and ownership certificates for organizations and individuals in commercial housing development projects in the city (Task Force 5013) to address the issue of granting pink books to homebuyers.

According to the Department of Agriculture and Environment, there are currently many discrepancies in the regulations regarding the granting of pink books. Therefore, the decision by the People’s Committee of Ho Chi Minh City to establish Task Force 5013 has helped the land management and registration authorities to directly communicate with the state management agencies to resolve bottlenecks for specific projects and cases. This has reduced the time wasted on exchanging documents.

After more than eight months of operation, Task Force 5013 has held 33 meetings to address obstacles in 176 commercial housing development projects in the city, with a total of 108,170 apartments, houses, land lots, officetel, and shops, along with more than 1,247 other products. The total value of the transferred dossiers with tax payments exceeded VND 118,900 billion, bringing a revenue of over VND 594 billion in registration fees to the city’s budget.

Hence, the Department of Agriculture and Environment proposed that the People’s Committee of Ho Chi Minh City consider and approve the continuation of Task Force 5013’s operations to address the granting of pink books to organizations and individuals in commercial housing development projects.

At the same time, the Department of Agriculture and Environment will coordinate with relevant agencies to review and advise the People’s Committee of Ho Chi Minh City to reorganize the members and supporting team of Task Force 5013.

It is proposed that the Department of Construction, the Department of Finance, and the city’s Digital Transformation Center continue to implement the requests of Task Force 5013 based on their functions, tasks, and reports to resolve the identified groups of difficulties and obstacles in granting pink books.

The Department of Agriculture and Environment emphasizes the importance of the real estate market in the economic ecosystem, directly impacting many economic sectors, production chains, and macroeconomic stability, growth, and social welfare.

Therefore, effective management and development of the real estate market will facilitate investment attraction and mobilization of enormous internal resources, contributing to the city’s socio-economic development.

However, the real estate market in Ho Chi Minh City has faced challenges due to various reasons, including delays in granting pink books to homebuyers in housing development projects. This has been identified as one of the primary reasons, and the People’s Committee of Ho Chi Minh City has directed its focus on resolving this issue.
