On March 20, the People’s Committee of Da Nang City organized a conference to implement Conclusion 77 of the Politburo and Resolution 170 of the National Assembly on resolving difficulties and obstacles related to projects and land issues mentioned in inspection and audit conclusions and court judgments.
According to the report by the People’s Committee of Da Nang, regarding the projects and land areas on Son Tra Peninsula, the Department of Construction has consulted with relevant units to consolidate and submit to the City People’s Committee for cancellation of boundary maps for five projects that have not been allocated land. For the remaining 15 projects, the City People’s Committee directed the Department of Agriculture and Environment to consolidate and provide legal dossier information to related departments for review.

For the Chi Lang Stadium project, the city has to enforce the auction of 10 land-use right certificates, with a total amount to be executed of VND 4,132 billion. Mr. Le Quang Nam, Vice Chairman of the City People’s Committee, said that the locality plans to hand over a cleared land surface no later than April 30. Following this, the agencies, including the Civil Judgment Enforcement Agency and the Department of Agriculture and Environment, will adjust the land use duration from residential land to a term of 50 years. After that, the original Chi Lang Stadium will be put up for auction.
Regarding the revocation of the 3,264-square-meter land lot at Ngo Quyen Street, Son Tra District, where ABC Kindergarten was built according to the appellate judgment of the Hanoi Municipal Court, I.V.C Limited Company has signed a land lease contract until May 2032.
The Party Committee of the Government requested the Politburo’s direction to assign the People’s Committee of Da Nang City to work with I.V.C Limited Company to identify the remaining assets on the land, organize the lease of land use rights through auction. The auction winner is responsible for returning the assets to I.V.C Limited Company. In case an agreement cannot be reached on the value of the assets on the land, the parties shall file a lawsuit in a court of competent jurisdiction.
In the report on the progress of resolving the projects and land issues, the People’s Committee of Da Nang City said that in April, it would complete the review and make certified copies of the original dossiers related to the issuance of land-use right certificates. Currently, about 90% of the dossiers have been completed.
Regarding the task of determining the land price to collect financial obligations for losses, exemptions, and reductions, the People’s Committee of the city has agreed on 3 out of 11 reports.
On collecting the amount exempted from 5% and 10% of land use fees, the People’s Committee of the city has issued 113 decisions out of 254 cases and is considering 96 drafts. The Department of Agriculture and Environment of Da Nang City is reviewing 39 petitions from secondary investors who disagree with paying financial obligations arising from the inspection conclusions.
Regarding the handling of cases of delayed land use during the implementation of the progress extension of land use, the People’s Committee of the city has issued a decision to extend the deadline for 113 land lots, and the People’s Committees of the districts are inspecting 172 land lots of individuals…
Mr. Le Trung Chinh, Chairman of the People’s Committee of Da Nang City, said that in 2025, the city would focus on implementing Conclusion 77 of the Politburo and Resolution 170 of the National Assembly.
From 2012 to 2020, many projects and land issues in Da Nang were related to four conclusions of the Government Inspectorate and three criminal appeal judgments, leading to many difficulties and obstacles. The city has mobilized resources and vigorously implemented remedial measures. However, during the implementation process, new obstacles were encountered, partly due to the complex and long-standing issues and recommendations, which spanned multiple terms and lacked legal provisions and mechanisms to address them.
In 2024, the Politburo issued Conclusion 77, and the National Assembly passed Resolution 170 on resolving difficulties and obstacles related to projects and land issues mentioned in inspection and audit conclusions and court judgments in some provinces and cities, including Da Nang.
