The government has recently issued Decree No. 221/2025/ND-CP, which outlines regulations regarding visa waivers for foreign nationals who fall under special categories and are deemed beneficial to the country’s socio-economic development.

According to the decree, there are six groups that are eligible for visa waivers.

The first group comprises guests invited by senior leaders of the Party and State, including the General Secretary, State President, National Assembly Chairman, Prime Minister, and others holding equivalent positions.

The second group includes scholars, experts, scientists, professors from renowned universities and research institutions, chief engineers, and highly skilled professionals in the digital technology industry.

The third group consists of investors and leaders of large corporations and businesses worldwide.

The fourth group is made up of individuals working in the fields of culture, arts, sports, and tourism who have a positive influence on the public.

The fifth group includes honorary consuls of Vietnam abroad.

The sixth group comprises guests invited by well-known research institutes, universities, and large enterprises. The Government will decide the list of eligible research institutes, universities, and businesses based on proposals from ministries, ministerial-level agencies, and governmental agencies.

For other cases requiring visa waiver privileges for diplomatic or socio-economic development purposes, the Minister of Public Security will make decisions based on proposals from relevant agencies and organizations.

The decree also outlines the criteria and conditions for visa waivers.

In terms of criteria, foreign investors or leaders of large corporations and businesses must meet the following: Their corporation or business must be among the top 100 enterprises with the highest market capitalization globally, as published annually by reputable international organizations.

Scientists in the field of science and engineering must have received prestigious international awards in their field.

For excellent football players, they must be among the top 100 football players globally, as recognized by reputable international organizations, and be invited to play or participate in exchanges by professional football clubs in the country.

As per the regulations, the visa waiver period shall not exceed five years.
