The announcement states: Developing synchronous infrastructure is one of the three breakthrough strategies affirmed in the Resolution of the 13th National Congress, with transport infrastructure development as an important pillar. The goal is to have 3,000 km of expressways in operation by 2025 and strive to have 5,000 km of expressways in operation by 2030. Comrade General Secretary To Lam also pays great attention to and directs the breakthrough in transport infrastructure development, promoting capital allocation, resolving difficulties and obstacles, and accelerating progress while ensuring project quality.
With the proactive efforts of ministries, agencies, and localities, along with the determination and efforts of investors, Project Management Boards, and contractors, and the strong direction of the Steering Committee, in the first six months of 2025, the implementation of projects has achieved remarkable results as follows: (i) five expressway projects with a total length of 271 km have been started; (ii) difficulties due to the shortage of construction materials, especially in the Mekong Delta region, have been overcome (currently, the provinces have supplied about 76 million m3 of the required 65 million m3); (iii) there has been a significant change in the progress of projects, making up for the delays in previous years, and many projects are ahead of schedule; (iv) 237 km of expressways have been completed and put into operation, bringing the total length of expressways nationwide to 2,268 km; (v) Terminal T3 of Tan Son Nhat International Airport has been put into operation, and many sections of the coastal road have been invested and completed.
At the 18th meeting on June 22, 2025, the Prime Minister assigned 20 tasks. So far, four tasks have been completed on time, 12 tasks are being actively implemented as regular steering and directing tasks; four tasks have not met the progress requirements: (i) VEC has not approved the project to expand the Ho Chi Minh City – Long Thanh expressway in July 2025; (ii) Hanoi has not started the construction of the Ring Road No.3 in July 2025; (iii) the provinces of Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, and Dong Nai have not handed over the entire site of eight rest stops for the North-South expressway projects in 2021-2025 in July 2025; (iv) Dong Nai province has not handed over the entire site of the Bien Hoa – Vung Tau expressway in July 2025. The Prime Minister requested that the relevant ministries and localities urgently focus on directing the early completion of these tasks.
There are only five months left until the end of 2025, with about 150 days, while there is still a large volume of work to be done. The Prime Minister requested that ministries, sectors, and localities focus on implementing the following key tasks:
Ensure progress and achieve the goal of putting into operation over 3,000 km of expressways by 2025 and strive for a total of 2,000 km of coastal roads
The Prime Minister requested that the Ministry of Construction continue to direct investors and contractors to take advantage of favorable weather, supplement human resources and equipment, increase construction sites, organize construction in three shifts, and four groups to speed up the progress, ensuring that the average monthly increase in production value is at least 10% to ensure the completion of the North-South expressway projects in the period of 2021-2025, Hoa Lien – Tuy Loan, and Ring Road No.2 Bien Hoa – Vung Tau in 2025.
Dong Nai, Ho Chi Minh City, Tuyen Quang, Khanh Hoa, Dak Lak, and Dong Thap provinces should focus on directing investors and contractors to supplement human resources and equipment, increase construction sites, organize construction in three shifts and four groups, and apply technical solutions to shorten the construction time to speed up the progress of Ring Road No.3 Ho Chi Minh City, Bien Hoa – Vung Tau expressway, Tuyen Quang – Ha Giang expressway, Khanh Hoa – Buon Ma Thuot expressway, and Ring Road No.1 Cao Lanh – An Huu projects. These localities must take responsibility before the Prime Minister if the projects are not completed in 2025. Lang Son and Cao Bang provinces should direct investors to take advantage of good weather to accelerate the progress of Huu Nghi – Chi Lang and Dong Dang – Tra Linh projects, ensuring that they will be open to traffic by the end of 2025.
In addition, the Ministry of Construction and the provinces and cities of Ho Chi Minh City, Da Nang, Hue, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dak Lak, Gia Lai, Vinh Long, Dong Thap, Ca Mau, and An Giang should urgently implement the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 6527/VPCP-CN dated July 14, 2025, to speed up the progress of constructing the coastal road system, striving to complete a total of 2,000 km of coastal roads in 2025.
Regarding the operation and exploitation of expressways, the Prime Minister requested that the Ministry of Construction coordinate with localities to speed up site clearance, complete standards, and construct the system of rest stops, traffic monitoring, toll collection, and vehicle load control. It is necessary to ensure that the projects, when put into operation, are synchronous, of quality, and aesthetically pleasing, worthy of being typical projects of the transport sector, meeting the needs and expectations of the people and society.
Currently, the main north-south and east-west expressways across the country have been formed or are under construction, expected to be completed in 2025 and 2026. To maximize investment efficiency, facilitate people and businesses, and promote socio-economic development in the areas where the projects pass through, the Prime Minister requested that the Ministry of Construction and localities review the connecting road system to ensure the most convenient connection between expressways and economic centers, railway stations, seaports, and airports. At the same time, organize toll collection to recoup capital for the state budget.
Prepare for the groundbreaking and inauguration ceremonies of projects and works to celebrate the 80th National Day on August 19, 2025
The Prime Minister requested that ministries, agencies, localities, and units concerned strictly implement the direction of the Prime Minister in Official Dispatch No. 57/CD-TTg dated May 5, 2025, and Announcement No. 235/TB-VPCP dated May 17, 2025; and urgently propose works to be inaugurated and projects to be started to the Ministry of Construction for synthesis, with the spirit of not limiting the number of registered works but ensuring that they meet the conditions prescribed by law.
The Ministry of Construction needs to focus on directing and coordinating with agencies such as VTV, VNPT, VIETTEL, FPT, and relevant agencies to review and carefully prepare content and scripts, and organize the inauguration and groundbreaking ceremonies solemnly, safely, and economically; agreeing with the proposal of the Ministry of Construction to choose the central location at the National Convention Center for live television broadcasting and online connection to other locations to create momentum, create trust and excitement for the country and society.
In addition to ensuring progress according to procedures, regulations, and contracts, and according to the winning bid, investors, contractors, and consulting supervisors must implement comprehensive quality management from construction, acceptance to maintenance. The National Council for Acceptance Inspection of Construction Works shall inspect the quality of key works according to its functions and tasks assigned in Decision No. 512/QD-TTg dated March 31, 2021, of the Prime Minister.
Ensure the completion of Long Thanh International Airport project in 2025
The Prime Minister requested that the Ministry of Finance direct ACV and relevant agencies to accelerate, break through, supplement human resources and equipment, increase construction sites, organize construction in “three shifts and four groups”, and strictly control quality and safety; complete and put into operation in December 2025 according to ACV’s commitment. Note: Plant a lot of green trees to create a green, clean, and beautiful landscape…; prepare human resources and build operation scenarios to ensure smooth and professional operation as soon as the project is completed.
Ministries and sectors should speed up the construction of the headquarters of management agencies, the air traffic control tower, and other related works to ensure synchronous operation.
Reward deserving units and individuals in implementing the strategic breakthrough in transport
The Prime Minister requested that the Ministry of Home Affairs coordinate with the Ministry of Construction and ministries, agencies, and localities to summarize and propose rewards for deserving localities, units, and individuals in implementing the strategic breakthrough in transport (note private corporations and enterprises…), especially initiatives and technical improvements to enhance quality… according to the right procedures and provisions of law.
At the same time, the Ministry of Home Affairs shall organize a summary of the 500-day high-intensity labor competition to complete 3,000 km of expressways on December 19, 2025, according to the direction of the Prime Minister in Announcement No. 364/TB-VPCP dated July 16, 2025.
Complete 100% site clearance for projects planned for completion in 2025 before August 15
Regarding specific tasks, the Prime Minister requested that the Ministry of Agriculture and Environment urgently complete and submit to the Government for issuance of a Resolution on mechanisms and policies to remove difficulties in the implementation of the Law on Geology and Minerals before August 10, 2025.
The Ministry of Finance shall direct VEC to speed up the progress of making the pre-feasibility study report for the project to expand the Ho Chi Minh City – Long Thanh expressway section, for approval in August 2025.
The Ministry of Construction, Ho Chi Minh City, Hanoi, and Lam Dong province shall complete the procedures to start the Dau Giay – Tan Phu, Ring Road No.3 of the Capital of Hanoi projects on the occasion of August 19, 2025; start the construction of the Tan Phu – Bao Loc and Ho Chi Minh City – Moc Bai projects in the fourth quarter of 2025.
Localities should continue to improve the organization of apparatus and personnel, not affecting site clearance for projects when implementing the merger of provinces and two-level administration; complete 100% site clearance for projects planned for completion in 2025 by August 15, 2025, especially in Dong Nai, An Giang, Tuyen Quang, Lang Son, and Quang Tri provinces; complete the handover of 90% of site clearance by the end of 2025 for newly started projects such as Bao Loc – Lien Khuong, Ninh Binh – Hai Phong, and Gia Nghia – Chon Thanh;
Ministries, sectors, and localities should promote the prevention and combat of corruption, negative phenomena, and waste.
According to the report of the Ministry of Construction, by August 19, 2025, it is expected to complete and put into operation a total of 2,476 km of expressways and 1,397 km of coastal roads; many important projects have exceeded the schedule; shortening the construction time and putting projects into operation ahead of schedule will increase investment efficiency, create new development space, facilitate travel for people, reduce logistics costs, and reduce product prices. Especially, it opens up space for urban, industrial, service, and tourism development.
