In the afternoon of May 10, Chairman of the National Assembly Tran Thanh Man delivered an opening speech at the 45th session of the National Assembly Standing Committee, recapping the key agenda items of the first week of the 9th session.

The most important item on the agenda, and one with special political and legal significance, was the National Assembly’s vote to pass two resolutions amending and supplementing several articles of the 2013 Constitution. This continues the initiative to streamline the organization of the political system and establishes a committee to draft amendments to the 2013 Constitution.

“The two resolutions were passed with a 100% vote in favor by the delegates present. This demonstrates the strong political will and unity of the National Assembly in its determination to build and perfect the socialist rule-of-law state of the Socialist Republic of Vietnam,” expressed Chairman Tran Thanh Man.

According to the schedule, the 45th session will be conducted in two parts. The first part, on the afternoon of May 10, will involve the National Assembly Standing Committee discussing two agenda items planned for submission to the National Assembly: a resolution on several mechanisms and policies to create breakthroughs in law-making and law enforcement, and the Criminal Code.

The second part of the session will take place on the afternoon of May 17, discussing three agenda items planned for submission to the National Assembly on May 19:

1. Investment policy for the Quy Nhon-Pleiku Expressway construction project.

2. Investment policy for the construction of Ho Chi Minh City’s Ring Road 4 and arrangement of sources to pay off debts under the responsibility of the Government at the Vietnam Shipbuilding Industry Corporation (SBIC)

3. Resolution under the authority of the National Assembly Standing Committee on recognizing the social insurance contribution time of household business owners who participated before the effective date of the Social Insurance Law No. 41.

Other agenda items to be submitted to the National Assembly at this session include: Law on Amending and Supplementing a Number of Articles of Laws in the Field of National Defense (to be submitted to the National Assembly on June 11); Resolution of the National Assembly on mechanisms and policies to promote private economic development (to be submitted on June 12);

Resolution of the National Assembly on experimental mechanisms and policies for investing in the development of the railway system (to be submitted on June 12); and Proposal for merging provincial-level administrative units (to be submitted on June 11).

The National Assembly leader requested that the National Assembly Standing Committee continue to demonstrate a sense of responsibility, clearly state its views, and speak frankly on the issues under consideration. He also proposed specific adjustments and content revisions to serve as a basis for the relevant agencies to seriously, thoroughly, and thoughtfully finalize the reports to be submitted to the National Assembly.
