
CTCP Đầu Tư Địa Ốc Đại Quang Minh (Công Ty Đại Quang Minh, Thadico) has proposed to the People’s Committee of Dong Nai Province to approve the company’s proposal to develop a road connection project from Dong Xoai to Ho Chi Minh City’s Ring Road 4 via Dong Nai Province Road 753, Ma Da Bridge, and a road connection from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4.
According to the proposal, Thadico has conducted a survey for the construction of the road connection from Dong Xoai to Ho Chi Minh City’s Ring Road 4. If the project is implemented, it will shorten the travel distance from Dong Xoai to Bien Hoa by approximately 13 kilometers compared to existing routes, reducing travel time to 1-1.5 hours.
The project is designed as a Grade III plain road with a planned speed of 80km/h. The road and bridge width in the completed phase is expected to be 34.5 meters (8 lanes), while the road width in Phase 1 is anticipated to be 20.5 meters (4 lanes). The initial investment for Phase 1 of the project is estimated to be over VND 22,600 billion.

Thadico proposes to divide the project into three components:
Component 1.1: Construct an elevated road through the Dong Nai Nature-Culture Reserve (approximately 13 km long, starting at Ma Da Bridge in Tri An commune and ending at the intersection with Dong Nai Province Road 761 in Tri An commune).
Component 1.2: Build a road connection from the elevated road to Ho Chi Minh City’s Ring Road 4 (approximately 31.5 km long, starting at the intersection with Component 1.1 in Tri An commune and ending at the intersection with Ho Chi Minh City’s Ring Road 4 in Tan An commune).
Component 1.3: Upgrade and expand Dong Nai Province Road 753 (approximately 16.7 km long, starting at the intersection with Dong Phu – Binh Duong Road in Tan Loi commune and ending at Ma Da Bridge).
Regarding the investment plan, Thadico proposes to invest in Component 1.1 of the project through a public-private partnership (BT contract). Components 1.2, 1.3, and compensation, support, and resettlement will be implemented through public investment with funding from the state budget.
It is known that Mr. Tran Ba Duong is currently the Chairman of the Board of Directors and legal representative of Thadico, with a chartered capital increase from VND 10,920 billion to VND 14,520 billion as of January 21, 2025.
In a message to Thaco’s employees on February 3, Chairman Tran Ba Duong stated that 2025 would be a year of significant changes in legal work and management methods for Thadico, with plans to commence 32 projects and complete 16 projects to meet business production and operation requirements, thereby creating a competitive advantage for the corporation.
