According to the Tuy An Bac commune leaders, the authorities arrived at the scene to investigate and manage the aftermath of the accident.
Preliminary information suggests that the accident took place at the construction site of the Quy Nhon – Chi Thanh expressway, in Binh Chinh village, Tuy An Bac commune. The main contractor for this project is Thang Long Company (with Ban 85 as the investor). Thang Long Company subcontracted the work to Duy Phong Company.
Duy Phong Company employed seven local workers to construct a water cascade on this section of the expressway. On August 11, 2025, at around 9 am, these workers were using a concrete pump from Phuong Anh Company to spray concrete onto manually erected shuttering panels. As they reached the three-quarter mark of the cascade, the shuttering collapsed, causing the workers – Nguyen Ba Nam (born 1980, from Xuan Phu, Tuy An Dong), Ton Thanh Minh (born 1970, from Phu My, Tuy An Bac), and a man named Dung (from Diem Dien village, Tuy An Dong) – to fall from a height and be buried under the concrete.
Unfortunately, Minh and Nam perished at the scene, while Dung sustained injuries and was rushed to Phu Yen General Hospital.
The Quy Nhon – Chi Thanh expressway is 61.7 km long, passing through Gia Lai province (formerly known as Binh Dinh) for 19.6 km and Dak Lak province (formerly part of Phu Yen) for over 42 km. The starting point of the expressway connects to National Highway 19 and the existing Hoi Nhon – Quy Nhon expressway, while the endpoint connects to the Chi Thanh – Van Phong expressway in Tuy An Bac commune.
With a total investment of over VND 14,800 billion, the project is managed by Project Management Unit 85 and was commenced in early 2023, with an expected completion by the end of this year.
