The Government Office issued Notification No. 416/TB-VPCP on August 12, 2025, concluding Prime Minister Pham Minh Chinh’s inspection of the progress of the Long Thanh International Airport Project Phase 1 (the “Project”).
Striving for the inauguration of the Long Thanh International Airport on December 19, 2025
In the Notification, the Prime Minister commended all relevant agencies and units for their active implementation of assigned tasks in recent months, especially the Ministry of Construction, the Vietnam Airports Corporation (ACV), and the investors of the four sub-projects. He acknowledged the achievements presented in the report by the Ministry of Construction and the opinions expressed during the meeting.
The new goal of the Project is to substantially complete it by December 19, 2025, ensuring standards and conditions for the inauguration as per regulations. Therefore, the Prime Minister instructed relevant entities and agencies to reconstruct the project timeline, setting December 19, 2025, as the completion date for all packages and items.
The Prime Minister affirmed that the early completion of the Long Thanh Airport Project would bring about the following lessons and significance: 1. Affirm the confidence and resilience of agencies, units, project management boards, investors, contractors, and consulting units in overcoming difficulties and challenges. 2. Demonstrate the growth and maturity of the Ministry of Construction, ACV, project management boards, investors, contractors, and consulting units. 3. Enhance investment efficiency (reduce the ICOR index) 4. Prove the harmonious coordination between ministries, agencies, localities, investors, and consortiums within the system. 5. Contribute to job creation, livelihood improvement for locals, and regional growth. 6. Demonstrate that “nothing is impossible”; it requires determination, unity, knowledge, open communication, coordination, and mutual support. |
A significant amount of work remains, including challenging tasks such as installing high-tech equipment and aviation control systems. This demands a heightened sense of determination, intensified efforts, and decisive actions from the involved agencies, ensuring the completion of each task.
Ensuring timely completion while maintaining project quality
To achieve the goal of early project completion, the Prime Minister instructed relevant authorities to assign tasks with clear responsibilities, deliverables, timelines, and authority. Ministries, sectors, and units must strengthen inspection, supervision, and monitoring activities.
All four sub-projects must be completed simultaneously and become operational by the inauguration of the Project on December 19, 2025.
The Prime Minister emphasized the necessity of seamless transportation connections between the Long Thanh International Airport and high-speed road and rail networks. Therefore, the Ministry of Construction must review and inspect the implementation of tasks by investors, coordinating with the Ministry of National Defense in ensuring aviation technical and operational standards.
Additionally, all airport facilities must be completed, including telecommunications, electricity, water supply and drainage, fuel supply, parking aprons, taxiways, internal airport transportation, environmental landscaping, shopping and dining areas, and other critical infrastructure to support the Project’s operations.
While adhering to the timeline, it is imperative to ensure the quality, technical and aesthetic standards, environmental landscape, and prevent corruption, wastefulness, and negativity. The implementation of airport operation and exploitation projects must comply with regulations and standards, and the planning of the airport city must align with the required pace.
Considering the development of a logistics center and a free trade area
The Prime Minister instructed the relevant entities of the four sub-projects to reconstruct their timelines, setting December 19, 2025, as the completion date, with the spirit of “overcoming sunshine and rain, never retreating, working in shifts, and even during holidays and rest days.” ACV should allocate space, and the People’s Committee of Ho Chi Minh City should assign the Saigon Tourism Corporation (Saigontourist) to provide dining services to meet the lunch and dinner/rest needs of officials, workers, and laborers on the construction site on a non-profit basis, contributing to the completion and inauguration of the Project by December 19, 2025.
The Prime Minister emphasized the importance of focusing on quality, safety, technical and aesthetic standards, sanitation, drainage, and environmental landscape.
The Ministry of Finance should research and propose the immediate implementation of the construction of a logistics center and a free trade area as suggested by ACV. A report on this should be submitted to the Prime Minister in August 2025.
The Ministry of Construction should review and apply current regulations to expedite the construction of connecting roads to the Project, prioritizing the completion of items and works by December 19, 2025.
Considering an underground railway connection between Tan Son Nhat and Long Thanh International Airports
The Prime Minister assigned the People’s Committee of Ho Chi Minh City to coordinate with the People’s Committee of Dong Nai province to immediately research an underground railway connection between Tan Son Nhat and Long Thanh International Airports. A report requesting a directive on this matter should be submitted to the Prime Minister in August 2025.
The Ministry of Construction and ACV should research and propose the construction of a third runway. A report on this should be submitted to the Prime Minister in August 2025.
To accelerate the progress and operation of the works and projects, ministries, sectors, and investors should consider applying regulations on the selection of contractors in special cases according to their competence under Decree No. 17/2025/ND-CP dated February 26, 2025, amending and supplementing a number of articles of the decrees detailing a number of articles and measures to implement the Law on Bidding, preventing corruption, and wastefulness.
The Ministry of Construction should carry out state acceptance of construction works according to regulations.
