Representatives from RAR Center and OCB sign an agreement to implement electronic authentication services via VNeID on the OCB OMNI application

As the lifeblood of the country’s economy, the banking industry has always been a pioneer in the digital transformation journey, promoting cashless payments for the convenience and safety of the people. On April 24, 2023, the State Bank of Vietnam (SBV) cooperated with the Ministry of Public Security to sign Plan No. 01/KHPH-BCA-NHNNVN on the implementation of tasks under Project 06. Accordingly, credit institutions quickly embarked on realizing the government’s directions through concrete banking products and services, aiming at comprehensive digitalization.

OCB is one of the pioneer banks in digital transformation, having launched its first digital banking version, OCB OMNI, in 2018. The application received high praise from users for its convenience, speed, personalization, and, most importantly, security.

After three versions and significant changes in interface and features, in May 2024, the bank officially introduced the latest version of OCB OMNI in collaboration with Backbase, a leading global financial technology company. Currently, the application has established a digital ecosystem with over 200 utilities on a single platform, catering to all customer needs. As a result, as of June 30, 2025, the ratio of digital transactions has grown significantly compared to the industry. The number of transactions on OCB OMNI increased by 97%; CASA increased by 28%, and online savings turnover increased by 30% over the same period in 2024.

During its digital transformation journey, OCB recognized the importance of accurate and secure identity data. This is the foundation for developing efficient digital financial services. Therefore, the bank proactively established a partnership with the RAR Center – a specialized unit for population data and civil status under the Ministry of Public Security – to strongly apply electronic authentication services via VNeID on the OCB OMNI application. This optimizes the customer experience, enhances competitiveness, and, most importantly, aims to accompany the agencies in successfully implementing Project 06.

According to the signed contract, OCB and the RAR Center will jointly implement: Integrating electronic civil status data into account opening and customer identification processes; Accurately verifying customer information to reduce risks and enhance security; Optimizing business processes to bring superior convenience and speed to customers.

At the ceremony, Mr. Pham Hong Hai, CEO of OCB, emphasized that this signing would be a significant milestone, marking a strong step forward in promoting the application of identification and electronic authentication technology in the finance and banking sector. It contributes to realizing the national digital transformation strategy and developing a digital government, digital economy, and digital society. Especially, integrating electronic authentication services via VNeID into OCB’s transaction processes is expected to create practical values, enhance information security and safety, and reduce fraud risks. Both the bank and its customers can simplify administrative procedures, save time and costs. Customers can access online banking services anytime, anywhere, without carrying multiple identity documents.

Also, at the event, Colonel Tran Hong Phu, Deputy Director of the Police Administration Department for Administrative Management of Social Order, praised the efforts of the RAR Center and OCB in deploying electronic authentication services. He also expected OCB to focus on key tasks, including ensuring smooth, stable, and secure operations in compliance with legal regulations to prevent cyberattacks. Closely coordinating in monitoring and controlling abnormal transactions to prevent financial fraud, money laundering, and other illegal activities. Additionally, promoting products, services, and applications that utilize population data, civil status, identification, and electronic authentication to meet socio-economic development needs, with a particular focus on the payment field, will drive the connection between technology application and business activities.

The cooperation between OCB and the RAR Center once again affirms OCB’s strong commitment to technology application and service quality improvement. It is also an important step forward in jointly creating a modern, transparent, safe, and efficient data ecosystem – the foundation for developing a digital economy and ensuring national data sovereignty.
