On August 12th, the Hanoi People’s Court sentenced Nguyen Van Thien (DOB: 1974, Director of Thien An Investment Construction and Services Co., Ltd.) to 13 years and 6 months in prison for “Fraudulent Appropriation of Property.”
According to the indictment, the Hanoi Land Development Fund Center was responsible for organizing land auctions in the city’s wards. Individuals wishing to participate had to submit registration documents as per regulations.
In order to obtain funds for business and personal expenses, Thien, despite not registering for the land auction, deceitfully claimed that his company could use “connections” to win favorable bids.
Believing Thien’s words, from December 2018 to November 2021, 16 individuals transferred a total of over VND 24 billion to Thien to purchase land plots in the old Long Bien, Gia Lam, and Tay Ho districts.
After receiving the victims’ money, Thien did not proceed with the procedures to bid for the land plots in Hanoi as promised but instead appropriated the entire amount.

One of the victims, Mr. Nguyen Thanh H. (DOB: 1963), was deceived by Thien, who claimed that the People’s Committee of Long Bien District would organize a land auction in Cu Khoi Ward. Thien promised to sell land to Mr. H. at market prices, with each plot measuring 80-90m and costing VND 40 million per square meter.
Mr. H. signed a contract to purchase two land plots and paid Thien VND 1 billion in advance. However, Thien failed to deliver the land or return the money by the agreed deadline, prompting Mr. H. to file a denunciation with the police.
Thien has since returned more than VND 4.5 billion to some of the victims, but he still owes over VND 19 billion.
