The Tu Lien Bridge project has been approved by the Hanoi People’s Committee in Decision No. 1850 dated April 1, 2025, and construction will commence on May 19, 2025.
According to the Hanoi City Management Authority for Transportation Construction Projects, the contract with the EPC contractor and supervision consultant is expected to be signed on May 18, 2025.
Package 09/TP2-EPC for Design, Supply of Materials, Equipment and Construction – EPC (including survey and BIM) is valued at VND 10,866 billion and the contractor will be selected through an international open bidding process, with the bid opening scheduled for 11:45 am on May 16, 2025.
The project is categorized as a Group A project, a special-grade transportation infrastructure project comprising a road and bridge with a total investment of VND 15,498 billion. With a total length of approximately 5.15 km, the total investment for the bridge and road amounts to VND 20,171 billion. The project is slated for completion within the 2025 – 2027 period.
In November 2024, Vingroup and the Pacific Construction Group (CPCG) formed a consortium to participate in the bidding for the Tu Lien Bridge project as an EPC contractor.

Regarding site clearance, the Hanoi City Management Authority for Transportation Construction Projects is expected to take possession of the site in Dong Anh district by May 15, and the land clearance progress has basically met the requirements for the project’s commencement.
The expected construction site is located in front of the land owned by Vietnam Exhibition Fair Center Joint Stock Company (a subsidiary of Vingroup with an 80% stake).
The Tu Lien Bridge is designed as a cable-stayed bridge with a combination of spiral hangers, creating large spans with a lightweight steel structural frame. The road will feature six lanes for motor vehicles and mixed lanes with a cross-section ranging from 34 to 44 meters.
The Tu Lien Bridge project will encompass multiple components, including the Tu Lien Bridge spanning the Red River with a length of 1 km and a width of 43 m; a bridge over the Duong River with a length of 0.3 km and a width of 44 m; an approach bridge on the Tay Ho district side with a length of 1.4 km and a width ranging from 27.5 to 44 m; and an approach bridge on the Dong Anh district side with a length of approximately 0.4 km and a width of 35 m.

Hanoi’s leadership considers this project a special transportation infrastructure, and the commencement of bridge construction projects is seen as a “test” for the city to achieve its growth target of at least 8% in 2025.
Upon completion, the project is expected to improve transportation connections across the Red River, promote urbanization in the area, and pave the way for implementing the policy of decentralizing the population, thereby reducing traffic congestion in the city center and easing the burden on existing bridges such as Chuong Duong, Thang Long, and Vinh Tuy.
